Minutes of a meeting of Yeovilton Parish Council held on Tuesday April 9th 2019 at
St. Bartholomew’s Church, Yeovilton following the Annual Parish meeting held at 7.30pm .

Present: Mrs. R.S. Jones, Chair, Mr. P. Browncey, Mr. A. Elliott, Mr. M. Lewis, County Councillor, Mr. A.Capozzoli, District Councillor, Rev. B Faulkner & Mr. P. Horsington, Clerk.

Five members of the public attended.

133. Apologies

Apologies were received from Mr. D. Board, Mr. B. Barlow, Mr. R. Graydon, CRO, RNAS, PC Stefan Edwards and PCSO Thelma Mead.

134. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

The Council noted that there have been four nominations received for the new Parish Council, leaving three vacancies to be filled by co-option.

It was noted that there are five Candidates nominated for the new SSDC Northstone, Ivelchester and St. Michael’s Ward for the three vacancies to be elected on May 2nd .

135. Declarations of Interest

There were no Declarations of Interest.

136. Open Session & County and District Councillors’ reports

Mr. Capozzoli, District Councillor, stated that he is to attend SSDC Area East Committee and will again raise the issue reference flooding at Bridgehampton and speeding issues.

Mr. Capozzoli reported that he is holding meetings with the agents, to discuss the access to the site during construction for the works for application 18/03658/REM for Land north of Troubridge Park, Ilchester following approval 15/000247/OUT for the erection of 150 dwellings etc.

Mr. Lewis, County Councillor, reported that West Camel & Queen Camel are proposing to buy a Speed Indicator device. Mr. Capozzoli informed the meeting that there are Speed Indicator devices at RNAS, and he would enquire if these could made available for the Parish. This was noted.

Mr. Lewis reported that the proposed closure of the slip road into Podimore from the A.303 is on the Highways England’s list of works.

Mrs. Jones highlighted a query reference EPC rating and the issue of the three months Council tax grace period permitted towards upgrading of properties to the necessary standard. It was agreed that Mrs. Jones would discuss further details of the particular case with Mr. Lewis.

Mrs. Hickman reported that there have several near misses with vehicles in Yeovilton village, and suggested that chicanes may be an answer. This was noted.

Mrs. Hickman stated that the repairs to the Bridges on the F.P will not be carried out this year.

137. RNAS matters, Police & Community issues & Church matters

It was noted that Limington Parish are proceeding with forming a Parish Council to become part of Yeovilton Parish Council. Details of timing & how to proceed are yet to be formalised with SSDC.

In the absence of Mr. Graydon, RNAS, it was noted from his report to the Annual Parish meeting, that there were reasons why flying schedules were no longer published.

The Council noted the apologies from the Police.

Rev. B. Faulkner informed the meeting that the Annual Parochial Church meeting will be held at St. Peter’s Church, Podimore on May 12th

138. Planning matters

The Council noted Mr. Capozzoli’s comment reference the amended plans for application 18/03658/REM for Land north of Troubridge Park, Ilchester following approval 15/000247/OUT for the erection of 150 dwellings.

The Council noted that planning application 18/03504/HOU for Mr. Colin O’ Dell at 1, Courtry Cottages, Bridgehamptom for the erection of extension to existing dwelling, extension to outbuilding, re-siting of shed and new vehicular access had been granted.

The Council noted that planning application 19/00454/OUT for Mr. Paul Rogers on land adjacent to the Florins, Bineham Lane, Yeovilton for the erection of two single storey dwellings and formation of vehicular access is still ongoing, with the comments made by the Parish Council, being taken into consideration.

139. Financial matters

The Council noted that the balances at 31/03/19 Current a/c £135.64p & Business savings a/c £3,585.16p. Payments received – Bank interest £1.87

The Council approved the payment & the cheque was signed.

It was noted that all members of the Council & the Internal auditor, Mrs. W. Scrivener, had been sent a copy of the annual accounts to March 31st 2019.

140. Highway matters

The Council noted that County Highways had pointed out that another depth marker sign could be misleading, and after discussion, on advice from Mr. Lewis, agreed to ask for a Flood warning sign, that can be covered when there is no flooding & opened in case of high water.

Mr. Lewis highlighted a Rights of Way survey consultation reference the A.303 dualling scheme. It was noted that this had been circulated to members.

141. Flooding issues

It was noted that Mr. Capozzoli has involved SSDC with this issue of flooding occuring on the road from Stockwich Cross to Bridgehampton.

142. Tree matters

Mr. Elliott stated that he had nothing to report.

143. Rights of Way
The Council, in the absence of Mr. Barlow, noted the earlier comments reported by Mrs. Hickman.

144. Correspondence

The Council noted the Somerset Waste Partnership newsletter and Clerks Direct.

145. Items for report, or for the agenda of the next meeting

Mrs. Jones thanked all the Parish Councillors, with County & District members, for all their help & support throughout the past year.

Mrs. Jones gave her apologies for the next meeting.

The Council confirmed the date of the next Parish Council meeting for Tuesday May 14th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

There being no further business, the Chairman thanked all for attending, and closed the meeting at 8.36 pm.
