Minutes of Yeovilton Parish Council held on Tuesday December 10th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Three members of the public attended.
83. Apologies
Apologies were received from Mr. A. Elliott, Mr. R. Graydon, CRO, RNAS, Mr. C. Hull, District Councillor, Rev. B. Faulkner, PC. Stefan Edwards & PCSO Thelma Mead.
84. Minutes
The Minutes of the previous meeting, having been circulated, were signed as correct.
85. Declarations of Interest
Mr. R. Luck declared a Personal, Prejudicial & Pecuniary Interests in application 19/03276/HOU & 19/02033/LBC for Mr. Robert Luck at Manor Cottage, Weir Lane, Yeovilton for the erection of a replacement sun room and the installation of a rear door.
86. Open Session & County & District Councillors’ reports
Mr. M. Lewis, County Councillor reported that there is a major issue for Shire Counties of Central Government underfunding the costs of Social Care provision.
Mr. P. Rowsell, District Councillor reported that there are two applications from Yeovilton Parish being considered at the next meeting of SSDC Area East Committee. Mr. Hickman queried why one application was being considered, as both the Parish Council and SSDC Officers have recommended refusal. Mr. Barlow raised the issue of Yeovilton Parish being considered as part of a cluster group included with Ilchester, stating that he felt strongly that this was not the case. Mr. Barlow felt that the Council needed to register an opinion of this issue of principle.
Following discussion by all members, on the proposition proposed by Mr. Barlow, seconded by Mr. Board, the Council unanimously agreed the following – Yeovilton Parish Council wish to emphasise that the Council is not part of or wishes to be considered a Cluster settlement area associated with Ilchester. This has never been part of any thinking for the three areas, Bridgehampton, Podimore and Yeovilton village. The Parish is regarded by the Council as a Rural Settlement under Planning policy, with scope for some limited infilling according to local need, each application being considered by the Parish Council on its merit.
It was agreed that this is to be sent by Email to SSDC planning, Ward members and the Chairman of SSDC Area East Committee before the next meeting of SSDC Area East Committee.
87. RNAS matters, Police, Community & Church matters
In the absence of Mr. Graydon, CRO, RNAS, Mr. Hickman stated that historically there was an agreement to permit use through RNAS Yeovilton. Mrs. Jones stated that access in flood situations, is agreed and it was only the times of access yet to be agreed and confirmed.
In the absence of Rev. B. Faulkner, Mrs. Jones reported that there is to be a Carol service at St. Peter’s, Podimore on December 15th.
Mrs. Hickman reported that it was not possible to site a defibrillator on the wall outside of St. Bart’s Church.
The Clerk reported that he had contacted the British Heartbeat Foundation, reference that they had bought from British Telecom the telephone kiosk at Podimore and had never put in a defibrillator as expected, no response had been received to date.
88. Planning matters
The Council noted that there was no decision on application 18/03658/REM land north of Troubridge Park following approval of application 15/000247/OUT for the erection of 150 dwellings and associated works.
The Council noted that there was no decision on application 19/00454/OUT for Mr. P. Rogers on land adjacent to the Florins, Bineham Lane for the erection of two single storey buildings & formation of vehicular access
The Council noted that application 19/01996/OUT for Mr. R. Wetherall on land adjoining Pilgrims, Weir Lane, Yeovilton for the erection of a dwelling with all matters reserved apart from access, is to be considered by SSDC Area East Committee.
The Council noted that application 19/02387/FUL for Mr. & Mrs. Greg Evans on land adjacent to Keepers, Pyle Lane, Yeovilton for the erection of new dwelling and garage is to be considered by SSDC Area East Committee.

The Council noted that application SCC/3633/2019 at Podimore Recycling Centre for extension of existing recycling facility to include erection of topsoil shed, lorry workshop, improved staff facilities and creation of a perimeter bund had been granted. It was noted that Mr. Board had confirmed that the area was not of historic interest.
The Council considered and supported application 19/03244/HOU for Mr. Daniel Dunford at East Lodge, Church Street, Podimore for the erection of a single storey front extension to garage and first floor side extension to dwelling together with conversion of attic to provide additional living accommodation.
Mr. R. Luck, having declared a Personal, Prejudicial & Pecuniary Interest in application 19/03276/HOU & 19/02033/LBC for Mr. Robert Luck at Manor Cottage, Weir Lane, Yeovilton for the erection of a replacement sun room and the installation of a rear door, left the meeting. The Council considered & supported the applications 19/03276/HOU & 19/02033/LBC for Mr. Robert Luck at Manor Cottage, Weir Lane, Yeovilton for the erection of a replacement sun room and the installation of a rear door. Mr. Luck returned to the meeting.
Mr. Hickman informed the meeting that he was still waiting for information from Queen Camel on the way forward to having a Neighbourhood Plan. This was noted.
89. Financial matters
The Council noted that the balances as at 30/11/19 were as follows, in the Current A/c £34.74p and £5,200.30p in the B/P Account.

P. Horsington salary & expenses FAA Memorial Church Fund
St. Peter’s PCC, Podimore
The Council discussed and agreed donations of £100 for FAA Memorial Church Fund towards the use of St. Barts for the Council’s meetings and £50 to St. Peter’s PCC, Podimore.
The above payments were authorised and the cheques signed. The Council noted that the mandates are now in place.
90. Highway matters
Mr. Luck reported that he will again ask Mr. N. Bloomfield, County Councillor, if the SID trialled in Ilchester can be put in Yeovilton Parish. It was agreed that Mr. Luck will contact the Chair of Babcary Parish to discuss possible sharing of a SID. Advice as to what SID is acceptable to County Highways is to taken.
The Clerk reported on the various locations which can be used within Yeovilton and these were agreed by members to be acceptable. It was noted that only one pole would need to be bought and erected, this being on the B.3151 on the left from RNAS Yeovilton in the area of an existing lay by. Mr. Board stated that he has a pole & would put it in.
The Council noted that the clearing back of the verges in Bineham Lane is on the Highways list to be done. Mr. Brouncey reported that there is a blocked drain by Stockwich Cross.
91. Flooding issues
Mr. Browncey stated that the road from Stockwich Cross to Bridgehampton had been recently flooded, but the water had drained away eventually, with Mr. Capozzoli stating that the works carried had not improved the situation. It was noted that these works were not for drainage improvements, but were actually for Broadband improvements.
92. Tree matters
The Council noted the ideas of potential tree planting adjacent to the river Yeo.
93. Rights of Way.
Mr. Luck informed the meeting that he had sent his report, highlighting a full list of Rights of Way issues, to the County Rights of Way Officer, who had responded that the necessary signs will be provided free of charge.
94. Correspondence
The Council noted the Somerset Waste Partnership newsletter.
