Minutes of a meeting of Yeovilton Parish Council held on Tuesday February 12th 2019 held at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Mrs. R.S. Jones, Chair, Mr. P. Browncey, Mr. B. Barlow, Mr. D. Board, Mr. A. Elliott, Mr. A. Capozzoli, District Councillor, Rev. B. Faulkner & Mr. P. Horsington, Clerk.

Four members of the public attended.

107. Apologies

Apologies were received from Mr. M. Lewis, County Councillor, Mr. R. Graydon, CRO, RNAS, PC Stefan Edwards and PCSO Thelma Mead.

108. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

109. Declarations of Interest

There were no Declarations of Interest.

110. Open Session & County and District Councillors’ reports

Mr. Capozzoli, District Councillor, stated that he had reported the issues to SSDC Area East Committee reference works & flooding at Bridgehampton, and was strongly asked to keep up pressure on County Highways.

Mr. Capozzoli reported that he is to attend SSDC Area East Committee on February 13th 2019.

Mr. Capozzoli explained the changes to the SSDC electoral division, stating that there will be three Councillors representing the new Ward.

In the absence of Mr. Lewis, County Councillor, there were no issues reported.

The Chairman welcomed Mr. C. Le Hardy, who introduced himself as a candidate at the election in May, for the new SSDC Council.

Mrs. Hickman expressed her appreciation for the tree works carried out by Mr. John Knight on trimming back overhanging branches from Yeovilton Weir towards Limington village.

Mr. R. Luck stated that he was new to Yeovilton village and was attending out of interest.

Mrs. Jones reported that there is to be a meeting of Limington Parish, being held on February 25th to which she had been invited. The Council agreed that Yeovilton Parish Council would welcome Limington as part of a bigger Parish, but not if there were to be other areas included.

111. RNAS matters, Police & Community issues & Church matters

In the absence of Mr. Graydon, RNAS, CRO there were no issues reported. The Council noted the apologies from the Police.
Rev. B. Faulkner stated there no issues to report.

112. Planning matters

The Council considered the amended plans for application 18/03658/REM for Land north of Troubridge Park, Ilchester following approval 15/000247/OUT for the erection of 150 dwellings etc , and agreed again to highlight potential issues with parking within the proposed development, due to potential lack of road width.

The Council considered planning application 18/03504/HOU for Mr. Colin O’ Dell at 1, Courtry Cottages, Bridgehamptom for the erection of extension to existing dwelling, extension to outbuilding, re-siting of shed and new vehicular access and fully supported the application.

Mrs. Jones informed the meeting that she understands that there is a potential application for outline permission on land opposite ‘Twenty Pence’ in Bineham Lane, Yeovilton.

113. Financial matters

The Council noted that the balances at 31/01/19 Current a/c £481.77p & Business savings a/c £3,584.09p. Payments received – nil

12/02/19 100342 £25.60 P. Horsington expenses The Council approved the payment & the cheque was signed.

114. Highway matters

Mr. Elliott reported that Highways England officers are to vist the area to see the potential route for the works for the dualling of the A.303. This was noted.

115. Flooding issues

The Council noted that Mr. Capozzoli, District Councillor is persuing flooding issue from Stockwich Cross to Bridgehampton’

The Council expressed its concern at the response from County Highways on the request for an advance warning sign in Bineham Lane, and it was agreed to contact County Highways again, and ask for an advance permanent warning sign from the B.3151.

116. Tree matters

The Council noted the comments made earlier reference the overhanging tree branches and it was agreed that a letter is written to Mr. J. Knight thanking him for his trimming back the trees from the Yeovilton Weir towards Limington.

Mr. Elliott stated that he had no other issues to report.

117. Rights of Way

Mr. Barlow stated that apart from the two bridges in need of attention / repair have yet to be repaired by SCC Rights of Way, he had nothing to report.

118. Correspondence

The Council noted the Somerset Waste Partnership newsletter and Clerks Direct.

The Council noted the details sent from the Yeovil Town Running Club, reference their annual Easter event through the Parish and a later event.

119. Items for report, or for the agenda of the next meeting

The Chairman reported that an Email had been received from Mr. D. Brunt, which stated that there will be no shooting at the Podimore Shooting on Easter Sunday. This was noted and appreciated.

The Council confirmed the date of the next Parish Council meeting for Tuesday March 12th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

There being no further business, the Chairman thanked all for attending, and closed the meeting at 8.13 pm.
