Minutes of Yeovilton Parish Council held on Tuesday February 11th 2020 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Mrs. R. S. Jones, Chairman, Mr. P. Browncey, Mr. B. Barlow, Mr. D. Board, Mr. A. Elliott, Mr. A. Hickman, Mr. R. Luck, Mr. A. Capozzoli, District Councillor, Mr. P. Rowsell, District Councillor, Mr. R. Graydon, CRO, RNAS, and Mr. P. Horsington, Clerk.

No members of the public attended.

109. Apologies

Apologies were received from Mr. C. Hull, District Councillor, Mr. M. Lewis, County Councillor, PC. Stefan Edwards & PCSO Thelma Mead & Rev. B. Faulkner.

110. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

111. Declarations of Interest

There were no Declarations of Interests.

112. Open Session & County & District Councillors’ reports

In the absence of Mr. M. Lewis, County Councillor, his report, having been circulated was noted.

Mr. Capozzoli, District Councillor, highlighted a letter sent to Parish Councils from the Leader of the Council, stating that she would attend their meetings, if invited. It was noted that this letter had been circulated to members. Mr. Capozzoli highlighted the offer from SSDC of trees being given to Parishes, and it was agreed that Mr.

Hickman would see if there were any suitable sites for planting within the Parish and report back.

113. RNAS matters, Police, Community & Church matters

Mr. Graydon, CRO, RNAS informed the Council that the proposed date for a meeting to discuss flood issues at Bridgehampton / Stockwich Cross had not been arranged, as the Commodore has been on leave.

Mr. Graydon confirmed that the Air Day will be held on July 11th and indicated that Mrs. A. Huelin, AHA will be attending the Council’s next meeting in March.

The Council noted that the roadworks on the B.3151 outside RNAS Yeovilton were still ongoing.

In the absence of Rev. B. Faulkner, Mrs. Jones informed the meeting of the death of Mrs. Ann Westlake, who had been born & lived in Yeovilton village all her life.

114. Planning matters

The Council noted that the application 18/03658/REM land north of Troubridge Park following approval of application 15/000247/OUT for the erection of 150 dwellings and associated works has been approved, the issue of access during construction, being discussed in detail, with SCC Highways & the Developers. It was agreed to remove this application from the agenda.

The Council noted that application 19/00454/OUT for Mr. P. Rogers on land adjacent to the Florins, Bineham Lane for the erection of two single storey buildings & formation of vehicular access, had been approved at SSDC Area East Committee.

The Council noted that application 19/03244/HOU for Mr. Daniel Dunford at East Lodge, Church Street, Podimore for the erection of a single storey front extension to garage and first floor side extension to dwelling together with conversion of attic to provide additional living accommodation has been granted.

The Council noted that Mr. Hickman will be attending a Seminar being held at Wellington on February 25th. The subject being the pros & cons of Neighbourhood Planning and will report back at the next meeting.

115. Financial matters

The Council noted that the balances as at 29/01/19 were as follows, in the Current A/c £24.43p and £4.702.89p in the B/P Account.

The above payment was authorised and the cheque signed. It was noted that a new Minutes book has been purchased.

P. Horsington expenses

116. Highway matters

The Council discussed the issue of whether to buy or hire a SID. After discussion, it was agreed not to purchase, but to either make a contribution to Ilchester Parish Council, when they have bought a Device or hire one in as thought necessary. It was noted that Martock Parish Council has three Devices that they would also hire out.
The Clerk reported that ‘Smiley Faces’ also showing the actual speed were now accepted by SCC.

Mr. Elliott reported that he had attended a meeting with Highways England, to discuss the dualling proposals and stated that the intention is the works could commence in June, subject to Government approval and that Highways England are now hoping to engage with Local businesses.

117. Flooding issues

The Council noted that the meeting with the Commodore to discuss the flooding issues at Bridgehampton / Stockwich Cross has not yet been held. There is still a major issue with the water not getting away in that area, and this includes an area of RNAS being involved.

118. Tree matters

Mr. Luck reported that there had been some minor tree damage due to the recent gales, and a Willow tree in Bineham Lane will be checked to see if it still is a danger.

119. Rights of Way.

Mr. Luck informed the meeting that he has the necessary signs free of charge, to put up when the weather improves and SCC are proposing to replace the three bridges in need of attention..

120. Correspondence

The Council noted the Somerset Waste Partnership newsletter.

121. Items for report, or for the agenda of the next meeting

There were no items for report.

The Council confirmed the date of the next Parish Council meeting for Tuesday March 10th 2020 at St. Bartholomew’s Church, Yeovilton at 7.30pm

There being no further business, the Chairman thanked all for attending, and closed the meeting at 8.03 pm.
