inutes of a meeting of Yeovilton Parish Council held on Tuesday January 8th 2019 held at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Mrs. R.S. Jones, Chair, Mr. P. Browncey, Mr. A. Elliott, Mr. A. Capozzoli, District Councillor,
Mr. R. Graydon, CRO, RNAS, Mrs. Sullivan, Limington Parish, Rev. B. Faulkner & Mr. P. Horsington, Clerk.

No members of the public attended.

94. Apologies

Apologies were received from Mr. B. Barlow, Mr. D. Board, Mr. M. Lewis, County Councillor, PC Stefan Edwards and PCSO Thelma Mead.

95. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

96. Declarations of Interest

There were no Declarations of Interest.

97. Open Session & County and District Councillors’ reports

Mr. Capozzoli, District Councillor, stated that he had reported the issues to SSDC reference works & flooding at Bridgehampton, but had nothing to report back on this.

Mr. Capozzoli reported that he is to attend SSDC Area East Committee on January 9th 2019.
In the absence of Mr. Lewis, County Councillor, there were no issues reported.
The Chair welcomed Mrs. Sullivan from Limington Parish and asked her to update the Council on issues

from the Limington Parish meeting. Mrs. Sullivan reported that the status of just having a Parish meeting is not tenable in today’s situation. The residents have three options to determine a) do nothing, which will not work in future, b) join a larger area to include Chilton Cantelo, which is also of the same status or c) to consider joining with Yeovilton Parish Council. There will have to be a full consultation with residents, before any further action can take place, and there is some opinion that Yeovilton village has closer relations with Limington than with Chilton Cantelo, a link with Ilchester Parish Council would not be acceptable. The Council discussed these ideas, and agreed in principle, to consider any further proposals, that might come from the Limington Parish meeting. Mrs. Jones stated in her opinion, the amalgamation with Yeovilton PC would be a benefit to both parties.

Mrs. Sullivan stated that there is to be a meeting held in February, to discuss the position further.

98. RNAS matters, Police & Community issues & Church matters

Mr. Graydon, RNAS, CRO, reported that there has been no change in flight patterns reference low flying helicopters, but he will monitor the situation.

Mr. Graydon reported that the works on the B.3151 at RNAS will continue for some more weeks, with the Wardroom gate eventually being closed and a new feeder road into the Base.

Mr. Graydon informed the meeting that a new Executive Officer has been appointed and he will be attending a future meeting of the Council. Air day will be held on July 13th 2019.

The Council noted the newsletter from the Police Crime Commissioner and the apologies from the Police.

Rev. B. Faulkner thanked the Parish Council for the donation made to St. Peter’s PCC from the last meeting, and stated that the Christmas services had been well supported – candle lighting being necessary.

99. Planning matters

The Council noted that there was no decision to date, on application 18/03658/REM for Land north of Troubridge Park, Ilchester following approval 15/000247/OUT for the erection of 150 dwellings etc – (adjacent Parish).

100. Financial matters

The Council noted that the balances at 31/12/18 Current a/c £257.59p & Business savings a/c £3,984.09p.

The Council approved the payments & the cheques were signed.

The Council discussed the budget, and on the proposition of Mr. Browncey, seconded by Mr. Elliott, agreed the budget and approved the Precept of £3,000 for 2019/20 including a sum of £200 for election costs. Mrs. Jones highlighted that the number of Council members will increase from five to seven from the

elections due to take place on Thursday May 2nd 2019, and asked that thought is given to potential candidates.

101. Highway matters

The Council noted that the document ‘Statement of Common Ground, A.303 Sparkford to Ilchester Dualling scheme TRO 10036’ received from Highways England had been returned to Highways England.

The Council noted the Public Inquiry had been held at SSDC Offices, Brympton Way, Yeovil to consider formally the issues arising & depositions from the public and interested parties, on the works to the A.303.

The Council noted the response received from the Clerk of West Camel Parish Council, thanking the Council for their support and showing the proposed improvements. Mr. Browncey reported that there had been another accident at that junction.

The Council highlighted the need for a speed checks on the B.3151 and through Bridgehampton.

102. Flooding issues

Mr. Browncey reported that the road from Stockwich Cross to Bridgehampton had been flooded before Christmas and had been closed for several days. It was agreed that the Council will contact County Highways, copying in Mr. Graydon RNAS. Mr. Capozzoli, District Councillor is also involved.

Mr. Elliott expressed his concern that by the time that drivers see the flood warning depth signs in Bineham Lane, it is too late, and he has experienced having an engine wrecked. It was agreed to contact County Highways and ask for an advance warning sign.

103. Tree matters

The Council noted an Email reference proposed tree removals at the Florins, Bineham Lane, Yeovilton. Mr. Elliott stated that he no other issues to report.

104. Rights of Way

In the absence of Mr. Barlow, it was noted that the two bridges in need of attention / repair have yet to be repaired by SCC Rights of Way.

105. Correspondence

The Council noted the Somerset Waste Partnership newsletter and Clerks Direct.

106. Items for report, or for the agenda of the next meeting

There were no items reported.

The Council confirmed the date of the next Parish Council meeting for Tuesday February 12th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

There being no further business, the Chairman thanked all for attending, and closed the meeting at 8.17 pm.
