Minutes of Yeovilton Parish Council held on Tuesday January 14th 2020 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Mrs. R. S. Jones, Chairman, Mr. P. Browncey, Mr. D. Board, Mr. A. Elliott, Mr. R. Luck,
Mr. A. Capozzoli, District Councillor, Mr. R. Graydon, CRO, RNAS, Rev. B. Faulkner and Mr. P. Horsington, Clerk.

Six members of the public attended.

96. Apologies

Apologies were received from Mr. B. Barlow, Mr. A. Hickman,, Mr. C. Hull, District Councillor, Mr. M. Lewis, County Councillor, Mr. P. Rowsell, District Councillor, PC. Stefan Edwards & PCSO Thelma Mead.

97. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

98. Declarations of Interest

There were no Declarations of Interests.

99. Open Session & County & District Councillors’ reports

In the absence of Mr. M. Lewis, County Councillor, his report, having been circulated was noted.
Mr. Capozzoli, District Councillor, stated that he had no SSDC matters to report.
Mr. Capozzoli highlighted the recent flooding at Bridgehampton stating he felt the problem was caused by

drainage within RNAS.
Mr. Rogers thanked the Council for supporting the application19/00454/OUT for Mr. P. Rogers on land adjacent

to the Florins, Bineham Lane for the erection of two single storey buildings & formation of vehicular access, which is to be considered at SSDC Area East Committee.

100. RNAS matters, Police, Community & Church matters

Mr. Graydon, CRO, RNAS asked for the Council’s opinion on the best times in flood conditions, to permit access through RNAS from Yeovilton village. After discussion, the following times were agreed to be recommended to RNAS, being 7.30 – 9.00am, 2.30 -4.00pm & 6.00 – 7.00pm.

Mr. Graydon confirmed that the Air Day will be held on July 11th and indicated that AHA will wish to attend the Council’s meeting in either March or April.

Rev. B. Faulkner informed the meeting that the closure of the Flora Brown Charity has been approved by the Charity Commission and the funds had been distributed to deserving Homeless families & the Haven project.

Mrs. Jones queried the need for a defibrillator as the cost is in the region of £1,100 and after some discussion, it was agreed to leave this as an agenda item. It was noted that there is one in Limington.

101. Planning matters

The Council noted that there was no decision on application 18/03658/REM land north of Troubridge Park following approval of application 15/000247/OUT for the erection of 150 dwellings and associated works.

The Council noted that application 19/01996/OUT for Mr. R. Wetherall on land adjoining Pilgrims, Weir Lane, Yeovilton for the erection of a dwelling with all matters reserved apart from access had been granted by SSDC Area East Committee.

The Council noted that application19/00454/OUT for Mr. P. Rogers on land adjacent to the Florins, Bineham Lane for the erection of two single storey buildings & formation of vehicular access, is to be considered at SSDC Area East Committee. It was noted that Mrs. Jones hoped to attend.

The Council noted that application 19/02387/FUL for Mr. & Mrs. Greg Evans on land adjacent to Keepers, Pyle Lane, Yeovilton for the erection of new dwelling and garage had been refused by SSDC Area East Committee. The Council noted that there was no decision on application 19/03244/HOU for Mr. Daniel Dunford at East

Lodge, Church Street, Podimore for the erection of a single storey front extension to garage and first floor side extension to dwelling together with conversion of attic to provide additional living accommodation.

The Council noted that Mr. R. Luck had withdrawn applications 19/03276/HOU & 19/02033/LBC at Manor Cottage, Weir Lane, Yeovilton for the erection of a replacement sun room and the installation of a rear door.
Mr. Luck stated that there were concerns raised by the SSDC Conservation Officer, and he will be re-submitting the applications in due course.

The Council approved that Mr. Hickman should attend a Seminar being held at Wellington on February 25th. The subject being the pros & cons of Neighbourhood Planning. There is no fee involved to attend.

102. Financial matters

The Council noted that the balances as at 27/12/19 were as follows, in the Current A/c £103.63p and £4.702.89p in the B/P Account.

The above payments were authorised and the cheques signed.

The Council discussed the Budget & Precept for 2020/21 and on the proposition of Mr. Elliott, seconded by Mr. Luck, the Council unanimously agreed the Budget & Precept figure of £3,500 for 2020/21.
It was noted that there could be costs involved with the provision of a Speed Indicator Device.

103. Highway matters

Mr. Luck reported that he & Clerk will again ask Mr. N. Bloomfield, County Councillor, if the SID trialled in Ilchester can be put in Yeovilton Parish, as to date there had been no response. It was noted that ‘Smiley Faces’ were not approved as yet, by the Department of Transport, Mr. Luck raised the issue of any training that may be required.

Mr. Board reported that he had received contact from County Highways stating that he has full liability for clearing any roadside ditches in his ownership.

104. Flooding issues

The issue of the recent flooding of the road from Stockwich Cross to Bridgehampton was discussed, and it was agreed that the Chair, Mrs. Jones will ask for a meeting with the Commodore to discuss this issue as there is an ongoing issue with the water not getting away and an area of RNAS is involved. It was agreed that Mr. Browncey, Mr. M. Lewis, County Councillor & Mr. Capozzoli, District Councillor should also attend.

Mr. Board expressed his concern at the impact of attenuation ponds, in particular those proposed as part of the A.303 dualling scheme. Concern had already been expressed at the heightened risk to RNAS of ‘bird strike’, but
Mr. Board stated that there will be greater impact of potential flooding on Podimore village. It was agreed to re-send correspondence sent in 2017 to Highways England & send a copy to the Secretary of State highlighting this major concern of the Council.

Mr. Board also highlighted concern at water being pumped from the existing attenuation ponds sited at RNAS, as this has impact on areas adjacent to Podimore.

105. Tree matters

Mrs. Jones thanked Mr. Knight for his work in clearing some fallen tree limbs.

Mr. Luck reported that there are tree parts in the river Yeo, with Mr. Browncey stating there also some tree parts in the river at Bridgehampton. The Clerk was instructed to contact the Environment Agency.

106. Rights of Way.

Mr. Luck informed the meeting that he has received the necessary signs free of charge, plus tools from the County Rights of Way team.

107. Correspondence

The Council noted the Somerset Waste Partnership newsletter & Clerks Direct.

The Council noted a letter from the Leader of Somerset County Council suggesting that formation of a Unitary Council was the way forward.

108. Items for report, or for the agenda of the next meeting

There were no items for report.

The Council confirmed the date of the next Parish Council meeting for Tuesday February 11th 2020 at St. Bartholomew’s Church, Yeovilton at 7.30pm

There being no further business, the Chairman thanked all for attending, and closed the meeting at 8.50 pm.
