Minutes of Yeovilton Parish Council held on Tuesday January 11th 2022 at St. Peter’s Church, Podimore at 7.30pm.
Present:, Chairman, Mr. A. Hickman, Mr. P. Browncey, Mr. D. Board, Mr. A. Elliott, Mrs. R. S. Jones, Mr. R. Luck, Mr. M. Lewis, County Councillor, Mr. A. Capozzoli, District Councillor, Mr. James Scott & Mr. Freddie Stotesbury, Limington, Rev. B. Faulkner and Mr. P. Horsington, Clerk.
One member of the public also attended.
82. Apologies
Apologies were received from, Mr. B. Barlow, Mr. C. Hull, District Councillor, Mr. P. Rowsell, District Councillor, Mr. R. Graydon, CRO, RNAS, PC. Stefan Edwards and PCSO Tim Russell.
83. Election of Chairman
On the proposition of Mr. A. Elliott, seconded by Mrs. Jones, Mr. A. Hickman was unanimously elected Chairman. Mr. Elliott was thanked for all his work as Chairman.
Mr. Hickman signed his Declaration of Acceptance of Office.
84. Minutes
The Minutes of the previous meeting held on November 9th 2021, having been circulated, were signed as correct.
It was recorded that the meeting due to have been held on Tuesday December 14th 2021 at St. Bartholomew’s Church, had been cancelled at short notice, as St. Bart’s had been closed by RNAS.
85. Declarations of Interest
There were no Declarations of Interest.
86. Open Session & County & District Councillors’ reports
Mr. Lewis, County Councillor informed the meeting that there is a grant available to assist persons within the Parish who are in desperate need. It was agreed that this is circulated to all members.
Mr. Lewis reported that there have been Recycling delayed collection issues. This was noted.
Mr. Capozzoli, District Councillor reported that the Phosphate issues re. planning are still unresolved, although some housing applications are being determined.
Mrs. Hickman highlighted that the closed bridges were being used by the public despite signs saying that these are unsafe & not be used.
Mrs. Hickman thanked Mrs. Jones and her family for cutting back the hedges in Bineham Lane.
87. RNAS matters, Police, Community & Church matters
In the absence of Mr. Graydon, CRO, RNAS, there were no RNAS issues reported.
In the absence of the Police, no matters were reported.
Rev. Faulkner reported that there will be an event on June 5th , held in Podimore to celebrate the Queen’s Platinum
Jubilee, with Mr. Luck stating that there is a Street party being considered within Limington.
88. Limington update
The Council noted that the SSDC further consultation has been advertised reference to add the Limington area to the existing Yeovilton Parish, following SSDC full Council approval. It was noted that SSDC will formally approved the creation of the new Council at a meeting to be held on February 24th 2022
89. Planning matters
The Council noted that there was no decision for application 20/02512/OUT on Land adjoining Pilgrims, Weir Lane Outline application with all matters reserved apart from access for the erection of 2 No. detached dwellings.
The Council noted that application 21/02745/COL at Stockwitch Court, Stockwitch Lane, Yeovilton for the existing use of land and buildings as an independent dwelling house with associated access, parking and garden areas had been granted.
90. Financial matters
The Council noted that the balances as at 31/12/21 were in the Current A/c £1,925.50p and £5,007.05p in the B/P Account.

The cheques were approved and signed.

A further donation of £100 to FAA Memorial Church Fund was approved, which will be paid once a new cheque book has been received.
The Council discussed with the representatives from Limington, the precept for 2022/23, as from May 2022, the two Parishes will merge & become Yeovilton & District Parish Council. It was agreed that Yeovilton will raise its own precept, with Limington Parish meeting agreeing to precept pro rata.
On the proposition of Mrs. Jones, seconded by Mr. Elliott, the Council agreed to Precept £3,900 being the same as set for 2021.22. It was agreed that there should a provision for village maintenance within the budget, and future discussion to ring fence any agreed contribution received from Limington above their precept figure.
It was agreed that the County Council should be carrying out the essential maintenance within Parishes, but this has been getting less over the years.
91. Highway matters
Mr. Luck reported that the VAS device had been put in in Podimore taking data into Podimore from the west to east direction, and the data from this has now been received and has been put on the Council’s website.
It was agreed to deploy the VAS in Bridgehampton area when next borrowed from Ilchester.
The Council noted that the request for an extra Dog bin at the Weir area in Yeovilton village, is now under review by SSDC Street Scene, as to whether they can add this to their list of collections. A response is still to be received.
The Council noted that the request for a Grit bin in Yeovilton village raised by Mr. Barlow has still to be agreed. It was noted that members still hold some bags of salt for use in wintry weather.
There was still concern reference blocked drains both in Bineham & Weir Lane, Yeovilton. The request for ‘Horse signs’ within Yeovilton village is still ongoing.
92. Flooding issues
The Council noted that there has been no recent flooding issues.
93. Tree matters
Mr. Luck reported that he had dealt with one fallen tree, but still has concerns over an overhanging willow in Bineham Lane adjacent to the runway area.
94. Rights of Way.
The Council noted that the two bridges on Rights of Way within the Parish, are still closed, and that there were stile issues reported by Mr. Stotesbury within Limington Parish. The Chairman, Mr. Hickman gave the meeting further details on these.
95. Correspondence
The Council noted the Somerset Waste Partnership newsletters, which have been circulated.
96. Items for report, or for the agenda of the next meeting
There were no matters raised.
The date of the next meeting was agreed to be held on Tuesday February 8th 2022 at St. Bartholomew’s Church, Yeovilton, at 7.30pm, assuming that the Church is available.
There being no further business, the Chairman thanked all present for attending and declared the meeting closed at 8.37pm.
