Minutes of a meeting of Yeovilton Parish Council held on Tuesday June 11th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm .

Present: Mrs. R.S. Jones, Mr. P. Browncey, Mr. D. Board, Mr. B. Barlow, Mr. A. Hickman, Mr. R. Luck,
Mr. A.Capozzoli, District Councillor, Mr. C. Hull, District Councillor, Rev. B Faulkner & Mr. P. Horsington, Clerk.

Five members of the public attended.

17. Apologies

Apologies were received from Mr. A. Elliott, Mr. M. Lewis, County Councillor, Mr. P. Rowsell, District Councillor, Mr. R. Graydon, CRO, RNAS, PC Stefan Edwards and PCSO Thelma Mead.

18. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

19. Declarations of Interest

There were no Declarations of Interest.

20. Open Session & County and District Councillors’ reports

Mr. Hull, District Councillor reported that the provision of Bus services was discussed at the first meeting of SSDC full Council.

Mr. Capozzoli stated that he is to attend the meeting of SSDC Area East being held on June 12th.

Mr. Capozzoli reported that discussions regarding the access to the site during construction for the works for application 18/03658/REM for Land north of Troubridge Park, Ilchester following approval 15/000247/OUT for the erection of 150 dwellings etc. are now considering access to the site via the Old Fosseway, rather than either through Broadsword Park or creating an access off the B.3151 opposite the Schools.

In the absence of Mr. Lewis, County Councillor, there were no County Coucil issues raised.

Mrs. Hickman higlighted an overgrown Right of Way in Limington Parish. Mrs. Hickman stated that she will make contact the County Rights of Way.

It was noted that there had been an Electrical failure on Derby day in Yeovilton village in the area of Weir Cottage, there had been a swift response from SSE.

There was nothing to report from Limington Parish reference the creation of a Parish Council. It was noted that this is a matter for Limington to resolve.

21. RNAS matters, Police & Community issues & Church matters

In the absence of Mr. Graydon, CRO, RNAS, Mrs. Jones read his Email, which included he hoped that the issue of resident passes has been resolved. This was confirmed by the meeting that the issue had been dealt with. Also there is to be a temporary boundary picket fence put in place prior to Air Day on July 13th . It is intended that there will be a permanent frangible fence put around the entire perimeter, which will replace the temporary fencing, at some point.

The issue of the roadworks taking place has been raised by some Ilchester residents, with the comments being made that there appears to be no ongoing works. Due to cabling not being deep enough, further works have to be carried out, this being down to BT & SSE as this is part of their infrastructure. This will impact on the Air Day planning.

Mr. Browncey raised the issue of low night flying, as he had been contacted by a resident from Bridgehampton, and to date the resident had received no response from RNAS. Mrs. Hickman stated that she has had the same situation occuring over her property. It was agreed that RNAS is contacted.

The Council noted the apologies from the Police.
Rev. B. Faulkner stated that he had nothing to report from the Church.

22. Planning matters

The comments made by Mr. Capozzoli reported earlier, that discussions regarding the access to the site during construction for the works for application 18/03658/REM for Land north of Troubridge Park, Ilchester following approval 15/000247/OUT for the erection of 150 dwellings etc. are now considering access to the site via the Old Fosseway, rather than either through Broadsword Park or creating an access off the B.3151 opposite the Schools were noted.

It was reported that there has to be a Bat survey and archaeological report, in respect of the planning application 19/00454/OUT for Mr. Paul Rogers on land adjacent to the Florins, Bineham Lane, Yeovilton for the erection of two single storey dwellings and formation of vehicular access.

The Chair, Mrs. Jones read & signed the Annual Statement of Governance.

24. Other Financial matters

The Council noted that the balances at 31/05/19 were Current a/c £600 & Business savings a/c £5,695.71p. Payments received –

11/06/19 100348 £275.40 P. Horsington salary & expenses The Council approved the payments & the cheques were signed.

Mrs. Jones read & signed the Annual return & Exemption Certificate to be returned, with the Notice of contact details, to the External auditor PKF Littlejohn, Canary Wharf, London.

The Clerk gave members the new Mandate forms to enable all members to act as signatories to the Council’s accounts. These are to be signed and returned to Barclays Bank PLC.

25. Highway matters

It was noted that County Highways are considering their options reference the safety concerns at the junction of the B.3151 with Bineham Lane.

The Council noted that County Highways had now received Police support, and the Clerk had been in contact with Martock Parish Council, as advised by the County Highways, and it has been recommended to put two signs in Bineham Lane as Flood warning signs. One in Yeovilton Village and the other from the B.3151.
This was agreed, with three members agreeing that they would, in flood conditions, operate these signs.

Mr. Hickman reported that the hedge by Fairview, Yeovilton, needs attention and also highlighted litter at the end of Pyle Lane. It was agreed to put these issues on the next agenda.

It was agreed to obtain costs for a Speed Indicator device prior to the next meeting.
The Council noted that the A.303 dualling programme is going through the legal process.

26. Flooding issues

No issues were raised, except to note the ongoing Bridgehampton issues.

27. Tree matters

Mr. Luck stated that there is a fallen willow at the Weir area This was discussed and noted.

28. Rights of Way

Mr. Luck reported that some Rights of Way are very overgrown, there are some signs that need attention & or missing and agreed that he will review the these and report back.

29. Correspondence

The Council noted the Somerset Waste Partnership newsletter, Police newsletter and Clerks Direct.

30. Items for report, or for the agenda of the next meeting

Mr. Browncey informed the meeting that there is to be a BeerFest held in Podimore. This was noted.

The Council confirmed the date of the next Parish Council meeting for Tuesday July 9th 2019 in St. Bartholomew’s Church, Yeovilton at 7.30pm.

There being no further business, the Chairman thanked all for attending, and closed the meeting at 8.45 pm. Signed: Date:
