Minutes of Yeovilton & District Parish Council held on Tuesday June 14th 2022 at St. Mary’s Church, Limington at 7.30pm.
Present: Chairman, Mr. A. Elliott, Mr. P. Crang, Mr. A. Hickman, Mr. S. Hodgson, Mr. R. Moffatt, Mr. James Scott, Mrs. S. Thomas – Webb, Mr. M. Lewis, Somerset Councillor, Mr. H. Hobhouse, Somerset Council, Rev. B. Faulkner, and Mr. P. Horsington, Clerk.
Ten members of the public also attended.
18. Apologies
Apologies were received from Mr. A. Capozzoli, District Councillor, Mr. C. Hull, District Councillor, Mr. P. Rowsell, District Councillor, Mr. R. Graydon, CRO RNAS and PCSO Beata Marcelino.
19. Minutes
The Minutes of the previous meeting held on May 10th 2022, having been circulated, were signed as correct.
20. Declarations of Interest
There were no Declarations of Interest.
21. New Clerk
Mr. Elliott reported that to date, there has no enquiries for the post. It was agreed to re- advertise the post, with the present Clerk agreeing to continue until September. Discussions will held to consider bi-monthly meetings.
22. Open Session, with Somerset Councillors & District Councillors’ reports
Mr. H. Hobhouse, Somerset Councillor, reported that there are serious shortfalls in funding, both in Adult and Child Social Care.
Mr. Hobhouse asked for information on the closed bridges within Yeovilton, and was informed by Mrs. Hickman that there are issues with the foundations of these, but has been assured by the Rights of Way Officer that the works to re- open these is in progress.
Mr. M. Lewis, Somerset Councillor, reported that there is to be an emergency meeting to discuss the salaries for the new Executive Officers. ( £190 – £200K plus)
In the absence of all three District Councillors, no issues were raised.
23. RNAS matters, Police, Community & Church matters
In the absence of Mr. Graydon, CRO, RNAS, there were no RNAS matters discussed.

Rev. Faulkner reported that the Queen’s Platinum Jubilee events had all been well supported in the Benefice.
The ‘Coronation’ involving the Schools at Ilchester had been great fun and well supported.
24. Planning matters
The Council discussed the need to formulate either a Local plan or Neighbourhood plan, with Mr. Scott stating that he felt that the new Parish Council ought to have one in some form. This would prevent unwanted development taking place. There have been 23 dwellings built in Limington village in the past two years. Mr. Scott agreed to find out what is involved and report back to the September meeting. Mr. Hickman agreed to give Mr. Scott the information that he has on this. Mr. Lewis stated that this is an expensive exercise and it took Queen Camel seven years to produce theirs and have it adopted. Contacts at Queen Camel were given to Mr. Scott.
The Council noted that there was no decision for application 22/00962/REM on Land adjoining Pilgrims, Weir Lane Reserved Matters for appearance, landscaping, layout and scale, following outline approval 19/01996/OUT for the erection of a dwelling.
The Council considered and supported application 22/01413/S73A on Solar site at Southfield, Smithy Lane, Yeovilton to vary Condition03 (timescale) of planning consent 18/01593/S73 to allow for a time extension of the development to 2056
The Council discussed in detail application 22/00830/FUL at Tremaynes, Limington Road, Limington for the erection of one dwelling and garage with formation of access. After discussion, the Council agreed the following comment – Subject to a reasonable height of the proposed dwelling, so that it does not impact on adjacent properties, drainage disposal being satisfactory, and the access being to a high safety standard, agreed ‘no objections’ to this application.
The Council noted that an application 22/01633/PAMB on land at Limington Road, Limington for permission to convert an agricultural building to a no. 1 dwelling, had just been registered on the SSDC website.
25. Financial matters
The Council noted that the balances as at 31/05/22 were in the Current A/c £768.96p and £9,007.17p in the B/P Account.

The Clerk reported that the Bank, Barclays PLC has received & accepted the names of the signatories and the name of the account to Yeovilton & District Parish Council is in progress.
Mr. Stotesbury reported that the Limington Parish meeting accounts have yet to be transferred.
The Council agreed the proposal from Mr. Scott that the Council are able to spend c.£700 of the Limington funds to fund a ‘Chat bench’ within Limington.
26. Highway matters
It was reported that Ilchester Parish Council have agreed to hire the VAS for up to eight times during the year.
The Council noted that the request for an extra Dog bin at the Weir area in Yeovilton village, is still under review by SSDC Street Scene, as to whether they can add this to their list of collections.
The Council noted that the request for a Grit bin in Yeovilton village is still to be agreed, as it will have to be supplied and paid for by the Parish Council.
It was noted that the ‘Horse signs’ within Yeovilton village have been put up. It was agreed to thank SCC Highways for doing this.
It was agreed to put Dog litter bins on the next agenda, to compile a list of where these need to be put. It was noted that these will have to be funded by the Parish Council, and it is necessary to have SSDC consent to empty them.
27. Flooding issues
The Council noted that there are drains both in Yeovilton & Limington villages that need to be cleared, and it was agreed that once the precise areas in Limington were identified, a list will be sent to County Highways.
28. Tree matters
Mr. Hickman reported that the trees adjacent to the river Yeo, in Bineham Lane, Yeovilton have been pollarded. It was agreed to thank County Highways for carrying out this work.
Rev. Faulkner informed the meeting that the Lime trees by the War Memorial in the Churchyard at Limington need some attention, as well as a storm damaged yew tree within the same area needs to be removed.
29. Rights of Way.
The Council noted the earlier discussion reference the two bridges on Rights of Way within the Parish.
The Council were informed that there some stiles on the Monarch’s Way in need of attention, also issues with overhanging trees on some Rights of Way.

30. Correspondence
There was no correspondence.
31. Items for report, or for the agenda of the next meeting
On the proposition of Mr. Scott, it was agreed to write a letter of thanks to Mrs. C. Sullivan, who had acted as Secretary to the Limington Parish meeting for many years.
Mr. Scott gave his apologies for the next meeting.
The date of the next meeting of the Council was agreed to be held on Tuesday July 12th 2022 at St. Peter’s Church, Podimore at 7.30pm.
There being no further business, the Chairman thanked all present for attending and declared the meeting closed at 8.50 pm.
