Minutes of Yeovilton and District Parish Council, Tuesday 06 June 2023 at St Mary’s Church, Limington.

Present: Mr J Scott (JS) (Chairman), Mr S Hodgson (SH) (Vice Chairman), Mr P Crang (PC), Mr A Hickman (AH), Mr A Elliott (AE), Mrs S Thomas-Webb (STW), Mr S Prendiville (SP), Mr H Hobhouse (HH) (Somerset Councillor), Rev B Faulkner (RF), Mr P Horsington (PH) (former Clerk), Mrs N Moore (NM)(newly appointed Clerk).

  1. Apologies: Mr R Moffatt (RM).
  2. Election of Officers: The following Officers were appointed:

    JS was elected as Chairman & signed his Declaration of Acceptance of Office

    AE – Trees
    PC – Flooding
    RM – Finance
    AH – Paths/rights of way
    SH – Deputy Vice Chairman and Highways SP – Internal Auditor

  3. Minutes of the Previous Meeting:

    The minutes of the previous meeting held on 14 March 2023 were signed as an accurate account.

  4. Declarations of Interest and Appointment of new Parish Clerk:

    NM has been appointed as the Parish Clerk.

  5. Open Session, Somerset Councillor’s Reports:

    The councillors agreed that planning is frustrating and that they feel that they are low down in the pecking order when asked for their views. HH responded that if the Parish Council didn’t approve a planning application, it would be pulled by the County Council for scrutiny.

    HH commented that if there is a need for enforcements, the councillors were asked to send a formal email to him.

    A new application has been received regarding the repositioning of a condensing flue.

  6. RNAS Matters:

    There was nothing further to add as this matter had been dealt with in the previous meeting.

  7. Planning Matters:

    22/00962/REM land adjoining Pilgrim’s, Weir Lane. Reserved Matters for appearance, landscape, layout and scale. Following outline approval 19/01996/OUT for the erection of a dwelling. No decision.

22/01966/HOU at Broadmeads, Weir Lane, Yeovilton to demolish existing garage and utility to be replaced with a two storey side extension and rear extension. Existing rear dormer to be extended. –No decision.

22/02251/FUL at Three Acres, Limington Road for change of use of land and buildings to provide canine daytime facility, erection of fencing and enlargement of hard standing (retrospective). No decision. JS has resubmitted objections to the County Council Planning Officer.

22/02741/OUT on land off Bingham Lane, Yeovilton outline application with all matters reserved except for access for the development of 4 self build residential plots. No decision.

22/00470/FUL at Warren Farm, Church Street, Limington for a proposed equestrian arena, work has now commenced.

23/00431/FUL at Higher Farm Cottage, Higher Farm Lane, Yeovilton – demolition of 2x existing cottages and erection of 1x replacement dwelling with associated works.

23/23/01011/PAMB at Higher Farm, Higher Farm Lane, Podimore, for prior approval from agriculture for change of use of agricultural buildings into 5 dwellings 93C use). Refused.

23/01189/HPU, Graywacke, Bineham Lane, Yeovilton – Single storey front extension with internal alterations and changes to the rear fenestration – awaiting decision.

23/01010, Agricultural barn at High Farm, Podimore – Conversion of part of an existing agricultural building to flexible commercial use (Class E) under Class R of the Town and Country Planning (General Permitted Development) (England) Order 2015 (As amended) – Awaiting decision.

  1. Annual Governance Statement:

    JS signed the Annual Governance Statement.

  2. Financial Matters:

    JS signed the formal approval of accounts – the Accounting Statements 22/23. He thanked SP for volunteering to be the auditor for the forthcoming year.

    JS will arrange to change the address on future bank statements.

    JS recommended a donation of £100 to St Mary’s and St Bartholomew’s Churches for hosting these meetings – agreed.

    Balances at 31 March 2023:

    Current account – £6990.22
    Business savings account – £9116.39

Receipts – bank interest to Dec 22 – £1.01 & £11.21 March. Rent £100.

  • BHIB insurance – £462.90 Paid.
  • Vision ICT Ltd website hosting (November invoice) – £182.96 Paid.
  • Payment for acting Clerk £300. Paid.
  • A few years ago, a sum of £1100 was allocated in the budget for the provision of a laptop

    and a printer for the Parish Clerk, the meeting agreed that this should be utilized.

  1. Highway Issues – A303 Dualling, VAS Hire & Dog Bin Provision:

    There were no further issues regarding the A303 as this had been covered in the previous meeting (presentation attached).

    STW gave an update on the provision of dog bins. There are no dog bins in Limington, after touring the village it was decided that the best place to position the bin would be to the left of the chat bench. The cost of the bin is £758.34, it will be emptied weekly and the company will supply signage. The meeting agreed to the purchase of the bin and STW compose an article for the Newsletter.

  2. Flooding Issues: This had been covered in the previous meeting.
  3. Tree Matters: Nothing to report.
  4. Rights of Way, Closed Bridges, Footpath Issues:

    Regarding the bridges, an ecological report is due which will inform the way ahead.

    Questions were raised regarding a bridle way going through land that is blocked by very high gates, making it impossible to ride along.

    Action: AH to send an email & look on the rights of way portal.

  5. Correspondence – Somerset Waste Partnership: Nothing to report.
  6. Items for Report or Inclusion on the Next meeting Agenda: Nothing to report.
