Minutes of a meeting of Yeovilton Parish Council held on Tuesday March 12th 2019 held at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Mrs. R.S. Jones, Chair, Mr. P. Browncey, Mr. B. Barlow, Mr. D. Board, Mr. A. Elliott, Mr. A. Capozzoli, District Councillor, Mr. R. Graydon, CRO, RNAS, Lt. Colonel N. Brighouse, Executive Officer, RNAS,
Mrs. A. Huelin & Mr. H. Pierce, AHA, Mrs. Sullivan from Limington, Rev. B. Faulkner & Mr. P. Horsington, Clerk. Five members of the public attended.

120. Apologies

Apologies were received from Mr. M. Lewis, County Councillor, PC Stefan Edwards and PCSO Thelma Mead.

121. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

122. Declarations of Interest

There were no Declarations of Interest.

123. Open Session & County and District Councillors’ reports

Mr. Capozzoli, District Councillor, stated that he had reported the issues to SSDC Area East Committee reference works & flooding at Bridgehampton, and a letter had been sent to RNAS. He was strongly urged to keep up the pressure on County Highways.

Mr. Capozzoli explained the changes to the SSDC electoral division, stating that there will be three Councillors representing the new Ward.

In the absence of Mr. Lewis, County Councillor, there were no issues reported.

Mrs. Sullivan, from Limington Parish, reported that the meeting had been held on February 25th and
Mrs. Jones had attended, with Officers of SSDC present and it had been well attended. Those attending had agreed to join with Yeovilton Parish Council as the best option. Mrs. Sullivan stated every household in Limington has now been notified, and SSDC had been sent a letter stating their preferred option. Mrs. Jones reported that the Clerk had been instructed to write to SSDC, confirming that Yeovilton Parish Council would be willing to include Limington Parish.

Mr. Watts informed the meeting that the seat at the Weir is in need of some repair.

Mr. Watts highlighted dog fouling in the Parish and expressed his concern at the impact of the proposed two new dwellings on the existing sewage system.

Mr. Watts informed the meeting all about the history of the drainage system at Stockwick Cross and Bridgehampton. This was noted.

124. RNAS matters, Police & Community issues & Church matters

Mrs. Jones welcomed Lt. Colonel Brighouse, the new Executive Officer, who introduced himself, stating that was looking forward to getting to know the Parish.

Mr. Graydon, RNAS, CRO introduced Mrs. A. Huelin and Mr. H. Pierce from AHA, who have responsibility for the Air Day event. Mr. Pierce informed the meeting that it is intended to have road closures from the B.3151 through Yeovilton village to Limington. These will operate on the Friday & Saturday.
It is intended to have both the Footpaths & Bridleways Rights of Way closed in the interests of public safety.
A letter will be sent to all residents prior to Air Day and there will be the usual resident passes issued.

There was concern expressed at parking issues in Limington, due to cars being parked all along the road from the Lamb & Lark to Ilchester. Cones are put by the Church, but access from Ilchester is somewhat limited. Mr. Pierce stated that he will look into this issue. The Chairman thanked Mrs. Huelin & Mr. Pierce for attending.

The Council noted the apologies from the Police.
Rev. B. Faulkner informed the meeting that the Church Electoral Roll is being revised this year. It was agreed to ask SSDC for signs re. Dog fouling.

125. Planning matters

The Council noted that there was no decision on the amended plans for application 18/03658/REM for Land north of Troubridge Park, Ilchester following approval 15/000247/OUT for the erection of 150 dwellings etc’

The Council noted that planning application 18/03504/HOU for Mr. Colin O’ Dell at 1, Courtry Cottages, Bridgehamptom for the erection of extension to existing dwelling, extension to outbuilding, re-siting of shed and new vehicular access had been granted.

The Council considered planning application 19/00454/OUT for Mr. Paul Rogers on land adjacent to the Florins, Bineham Lane, Yeovilton for the erection of two single storey dwellings and formation of vehicular access. After discussion, the Council agreed with the principle of developing the site, but were not content with the propsed layout, as it was felt the dwellings were far forward in relation to adjacent properties and the proposed access splay needs to be improved.

126. Financial matters

The Council noted that the balances at 28/02/19 Current a/c £406.17p & Business savings a/c £3,584.09p. Payments received – nil

Payments

12/03/19 100343 £270.53p P. Horsington salary & expenses

The Council approved the payment & the cheque was signed.

The Clerk left the meeting whilst the Council reviewed his salary. On his return, he was informed that the Council had agreed an increase of £5 per month. The Clerk thanked the Council for the increase.

127. Highway matters

The Council noted that County Highways would now consider an advance flood warning sign in Bineham Lane. After discussion, it was agreed that another depth marker sign should also be requested that is visible before vehicles get to very deep water, which is the case at moment, with the existing sign.

Mr. Browncey highlighted speeding issues through Bridgehampton and it was agreed to contact the Police to ask for Officers to attend both Bridghampton and Podimore with speed guns.

Mr. Board reported that Church Street, Podimore had been marked up for repairs. This was noed.

128. Flooding issues

It was noted that the road from Stockwich Cross to Bridgehampton had again been flooded for a few days, whilst there had been no flooding in Church Street, Podimore.

It was noted that Mr. Capozzoli has involved SSDC with this issue.

129. Tree matters

The Council noted that the letter had been sent to Mr. J. Knight thanking him for his trimming back the trees from the Yeovilton Weir towards Limington.

Mr. Elliott stated that he had no other issues to report.

130. Rights of Way

Mr. Barlow stated that apart from the two bridges in need of attention / repair have yet to be repaired by SCC Rights of Way, he had nothing to report.

131. Correspondence

The Council noted the Somerset Waste Partnership newsletter and Clerks Direct.

132. Items for report, or for the agenda of the next meeting

The Council confirmed the date of the next Parish Council meeting for Tuesday April 9th 2019 at St. Bartholomew’s Church, Yeovilton following the Annual Parish meeting being held at 7.30pm.

There being no further business, the Chairman thanked all for attending, and closed the meeting at 8.45 pm.
