Minutes of Yeovilton Parish Council held on Tuesday March 10th 2020 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Mrs. R. S. Jones, Chairman, Mr. P. Browncey, Mr. B. Barlow, Mr. A. Elliott, Mr. A. Hickman,
Mr. R. Luck, Mr. M. Lewis, County Councillor Mr. A. Capozzoli, District Councillor, Mr. P. Rowsell, District Councillor, Lt. Colonel N. Brighouse, Mr. R. Graydon, CRO, RNAS, Mrs. A. Huelin & Mr. H. Pierce AHA,
Rev. B. Faulkner and Mr. P. Horsington, Clerk.

Three members of the public attended.

122. Apologies

Apologies were received from Mr. D. Board, Mr. C. Hull, District Councillor, PC. Stefan Edwards & PCSO Thelma Mead.

123. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

124. Declarations of Interest

Mrs. Jones declared personal & prejudicial interests in application 20/00556/NMA for Ms. Joanna Manley
at Greenstalls Park, Costello Hill for Change of Use of an agricultural building to (Use Class B8) storage / distribution.

125. Open Session & County & District Councillors’ reports

Mr. M. Lewis, County Councillor, informed the meeting that the County Council has agreed a balanced budget, and SCC intend that there will a tree planted for every child born in each Parish.

Mr. Capozzoli, District Councillor, highlighted that it is proposed to have waste collections every three weeks. It was noted that members have received the details in the Somerset Waste Partnership newsletter.

Mr. Capozzoli stated that he had attended a meeting at SSDC Brympton Way, Yeovil to discuss the potential addition of Limington Parish to join with Yeovilton Parish Council.

Mrs. Hickman reported a fallen tree on a BP. In Limington Parish and preliminary works has been done to put in the new bridges on the Bridle Paths.

126. RNAS matters, Police, Community & Church matters

Mrs. Jones welcomed Lt. Colonel N. Brighouse, Mrs. A. Huelin & Mr. H. Pierce AHA, to the meeting.

Mr. Pierce Stated that the Air Day will be held on July 11th and it is proposed to add the complete closure of Bineham Lane to the public and it will be for the use of Emergency vehicles only. Access to Yeovilton village will be via Limington village. It was agreed that these details will be sent to Mrs. Jones for publication in the Newsletter.

Rev. Faulkner highlighted potential issues in Limington Road from Ilchester, these were discussed & noted. Mrs. Jones thanked Mrs. A. Huelin & Mr. H. Pierce AHA for attending the meting.
Mr. Graydon, CRO, RNAS informed the Council that Commodore N. Tindall has written to Mrs. Jones, stating

that ANCALA will be carrying out works to identify issues with the flooding at Bridgehampton / Stockwich Cross, inspecting the water courses towards Bridgehampton. Also stating that there will be a meeting with him in due course, but with only two being invited. This was noted.

Mrs. Jones reported that she had attended the meeting held at SSDC Offices, with an SSDC officer, Mrs. Sullivan, Limington Parish & Mr. A. Capozzoli to consider the steps in adding Limington Parish meeting with Yeovilton Parish Council. The process will involve all electors of both Parishes being consulted, as to whether they agree the proposal to amalgamate & create a new Council. It was agreed to put on the agenda, ideas for a title for the new Council, so that
if there is a majority in favour by the electors for the new Council’s formation, the name is agreed.

It was noted that the new Council, subject to approval, would be enacted from the 2023 elections, the number of Councillors yet to be formally agreed. It was reported that it may be possible (subject to electoral qualifications) to co- opt a representative from Limington in the event of a vacancy occurring & no poll demanded prior to 2023.

127. Planning matters

The Council considered & supported application SCC/3633/2019 at the Podimore Recycling Centre, Lower Farm, Podimore for the extension of existing recycling facility, to include erection of topsoil shed, lorry workshop, improved staff facilities and the creation of a perimeter embankment.

Having declared personal & prejudicial interests in application 20/00556/NMA for Ms. Joanna Manley at Greenstalls Park, Costello Hill for Change of Use of an agricultural building to (Use Class B8) storage / distribution, Mrs. Jones left the meeting & Mr. Browncey took the Chair.
The Council discussed the details and agreed to support the application. Mrs. Jones returned to the meeting.

Mr. Hickman reported on the Neighbourhood Planning seminar held at Wellington, which he had attended on behalf of the Council, stating that he had found it a very useful meeting. Details were available. After discussion, it was agreed that any further action on any action on producing a Neighbourhood Plan should wait until Limington Parish is incorporated as part of the enlarged Parish Council.

128. Financial matters

The Council noted that the balances as at 29/02/20 were as follows, in the Current A/c £436.37p and £4.204.51p in the B/P Account.

The above payment was authorised and the cheque signed.

The Clerk left the meeting whilst the Council reviewed his salary. On his return, he was informed that an award increase of £5 per month had been agreed. The Clerk thanked the Council for this award.

129. Highway matters

The Clerk indicated that Ilchester Parish Council have agreed that in principle, the Council would prefer to hire out their VAS device, once they have bought and set it up.

Mr. Lewis, County Councillor stated that there will be Government announcement in the Budget statement reference the A.303 improvements.

130. Flooding issues

The Council noted that the earlier reference that the meeting with the Commodore will be for two persons to attend, when it is held.

131. Tree matters

Mr. Luck reported that there is debris on the banks of the Weir that needs attention. This was noted. Mr. Luck stated that he will inspect a Willow tree in Bineham Lane.

132. Rights of Way.

Mr. Luck informed the meeting that due to the wet weather, he has not been able to put up the signs. The Council noted the comments made earlier by Mrs. Hickman.

133. Correspondence

The Council noted the Somerset Waste Partnership newsletter & Clerks Direct.

134. Items for report, or for the agenda of the next meeting

Mr. Browncey represented the Parish Council at the funeral of the late Mrs. Westlake.

The Council confirmed the date of the next Parish Council meeting for Tuesday April 14th 2020 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

It was noted that all future meetings may be postponed, if the Coronavirus epidemic situation gets worse. There being no further business, the Chairman thanked all present, and declared the meeting closed at 8.56pm.
