Minutes of Yeovilton Parish Council held on Tuesday March 9th 2021 via Zoom at 7.30pm.
Video Conferencing under Regulations L01-20 | THE LOCAL AUTHORITIES AND POLICE AND CRIME PANELS (CORONAVIRUS) (FLEXIBILITY OF LOCAL AUTHORITY AND POLICE AND CRIME PANEL MEETINGS) (ENGLAND AND WALES) REGULATIONS 2020.
Present: Mrs. R. S. Jones, Chairman, Mr. D. Board, Mr. B. Barlow, Mr. A. Elliott,, Mr. R. Luck,
Mr. M. Lewis, County Councillor, Mr. A. Capozzoli, District Councillor, Mr. C. Hull, District Councillor, Mr. R. Graydon, CRO, RNAS, and Mr. P. Horsington, Clerk.
The meeting was hosted by Mr. R. Graydon, CRO, who was thanked for all his time and effort in arranging it. No public attended.
67. Apologies
Apologies were received from Mr. P. Browncey, Mr. A. Hickman, Mr. P. Rowsell, District Councillor, Rev. B. Faulkner, PC. Stefan Edwards and PCSO Tim Russell.
68. Minutes
The Minutes of the previous meeting held on February 9th 2021, having been circulated, were signed as correct.
69. Declarations of Interest
There were no Declarations of Interest.
70. Open Session & County & District Councillors’ reports
Mr. Lewis, County Councillor reported that the Council tax rate for Somerset will increase by 1.99%, for Adult Care 3%, and £12.54 contribution to the Somerset Rivers Board. There is to be a contribution of £400,000 to the Citizens Advice Bureau for help for Mental stress issues and financial need.
Mr. Lewis informed the meeting that there will be no County Council elections until 2022, due to the consultations on Unitary status, meaning that from 2022 there would be a shadow Council, depending on the outcome.
Mr. Lewis stated that there will no request for a Judicial review by Queen Camel reference the decision on the A.303 proposals.
Mr. C. Hull, District Councillor reported that there needs to be more communications with Parishes, using ‘Facebook’ and other media, as this reaches more people. As there is a Yeovilton ‘Facebook’, it was agreed that Mr. Luck and Mrs. Jones will look at accessing this forum.
Mr. Hull highlighted Training courses for Apprentice skills and also SSDC are canvassing to see if there is sufficient interest in potential Electric car sharing.
Mr. Capozzoli, District Councillor stated that there is to be a meeting of SSDC Area East Committee via Zoom on Wednesday and he intends that the planning application 20/03406/S73 Stockwich Court is considered by Area East Committee, as the recommendation is for refusal.
Mr. Elliott asked if there was an update on the Phosphate issue, which is delaying planning decisions, and was informed that there is no end date at present.
71. RNAS matters, Police, Community & Church matters
Mr. Graydon, RNAS stated that he had spoken to personnel at RNAS reference the fire incident raised by
Mr Hickman and as there was no threat to human life reported at the time, this would not normally involve the RNAS Fire Service in responding. After discussion, it was agreed that this is not a Parish Council matter, but one to be dealt with, between the parties concerned.
The Council noted the Crime report received from the Police In the absence of Rev. Faulkner, there were no issues raised.
72. Planning matters
The Council noted and approved the letter sent to Mr. P. Young reference the future outline proposals for development on Land north of Dragon Fly Chase, which highlighted the Council’s concerns. A copy had also been sent to the SSDC Policy Officers.
The Council noted that there was no decision for application 20/02512/OUT on Land adjoining Pilgrims, Weir Lane Outline application with all matters reserved apart from access for the erection of 2 No. detached dwellings.
The Council noted that there was no decision for application 20/03406/S73 at Stockwitch Court, Stockwich to remove planning condition No. 6 (residential annexe tie) of approval 06/04038/COU to enable annexe to be used as a
separate dwelling and this was to be taken to SSDC Area East Committee.

The Council noted that there was no decision for application 20/02517/FUL at West Farmhouse. Pyle Lane, Yeovilton for extension of existing access track, demolition of old cow stalls, rebuild, alterations and repairs to allow conversion of barns to form 3 units holiday accommodation with associated parking and garden areas.
73. Financial matters
The Council noted that the balances as at 28/02/21 were in the Current A/c £293.84p and £5,006.56p in the B/P Account.

The Clerk left the room, whilst the Council reviewed his salary. On return, he was informed that an increase of £5 per month had been agreed. The Clerk thanked the Council for this award.
74. Highway matters
The Council noted that the A.303 dualling scheme has been approved by the Secretary of State.
Mr. Luck reported that he had contacted Mr. Bushell, Ilchester Parish Councillor, who is managing the VAS device bought by their Parish Council, and the VAS device has been put up in Podimore. The time it will be up will depend on the length of battery life. This was welcomed and Mr. Luck was thanked for organising this.
Mr. Luck stated Ilchester will retrieve all the gathered information, which will be sent to all members.
Mr. Luck stated that he had agreed a charge of £75 for the first two sessions, and thereafter the cost would be £50 per session. On the proposition of Mr. Board, seconded by Mr. Barlow, the Council agreed these charges.
with more details at the next meeting. Further details reference hiring will be discussed.
Discussion took place where it should be put within the Parish and it was agreed to consider other sites for the VAS device at the next meeting.
75. Flooding issues
There were no issues raised.
76. Tree matters
Mr. Barlow informed the meeting that there is a tree in the river Yeo. Mrs. Jones stated that she would look at this.
77. Rights of Way.
Mr. Luck informed the meeting that SCC Rights of Way were looking at the repair carried out on a foot bridge within Yeovilton by others with a view to putting up barriers to close the bridge, as the repair was unauthorised.
Mr. Luck stated that there is another bridge in need of attention. Mr. Lewis asked for further information & the details on these issues, as he has concerns with the Rights of Way department, and needs evidence. Mr. Luck stated that he will provide the details for Mr. Lewis.
78. Correspondence
The Council noted the Somerset Waste Partnership newsletter.
79. Items for report, or for the agenda of the next meeting
There were no items raised.
The date of the next meeting was agreed to held on April 13th 2021 at 7.30pm.
It was agreed that if the rules permit, it would held preferably at St. Bartholomew’s Church, Yeovilton, but we do not know yet if the MOD will grant permission, even if Covid 19 rules do allow face to face meetings.
Members & the public will be kept informed.
