Minutes of Yeovilton Parish Council held on Tuesday March 8th 2022 at St. Peter’s Church, Podimore at 7.30pm.

Present:, Chairman, Mr. A. Hickman, Mr. P. Browncey, Mr. D. Board, Mr. A. Elliott, Mrs. R. S. Jones, Mr. R. Luck, Mr. M. Lewis, County Councillor, Mr. James Scott & Mr. Freddie Stotesbury, Limington, Rev. B. Faulkner,
and Mr. P. Horsington, Clerk.
Four members of the public also attended.

112. Apologies

Apologies were received from Mr. B. Barlow, Mr. A. Capozzoli, District Councillor, Mr. C. Hull, District Councillor, Mr. P. Rowsell, District Councillor, Mr. R. Graydon, CRO RNAS and PCSO Megan Day.

113. Minutes

The Minutes of the previous meeting held on February 8th having been circulated, were signed as correct.

114. Declarations of Interest

There were no Declarations of Interest.

115. Future of the new Council & new Clerk

The Council noted that SSDC had formally approved the creation of the new Council at their meeting held on February 28th 2022. The Council noted & discussed the details of the formal approval by SSDC, of the creation of the Yeovilton & District Parish Council. This will be effective from the date of May 10th after the Elections, being held on May 5th 2022.

The Council & the Limington representatives, discussed and agreed the job description details reference the advertisement for a new Clerk to the new Council Yeovilton & District Parish Council.

The meeting agreed that the future meetings will continue to be held on the second Tuesday of the month, with the first of the new Council being held at St. Bartholomew’s Church, Yeovilton on May 10th 2022.

116. Open Session & County & District Councillors’ reports

Mr. Lewis, County Councillor informed the meeting that the County Council have £22 million in their reserves.

In the absence of the three District Councillors, Mr. Lewis reported that SSDC have agreed a 3% increase in Council tax. Mr. Lewis in response to a question from the Chairman, stated there is to be a meeting, called by National Highways in April, reference the dualling works on the A.303, and the first lane closures over night will begin in May.

Mr. Lewis thanked the Councillors for their support and work over the past three years.

Mrs. Hickman asked what plans there were regarding the Platinum Jubilee. Rev. Faulkner stated that there is to be an event in Podimore, with Mr. Luck reporting that there are plans for a Street party being considered within Limington. Discussion took place on this, with tree planting being a possibility to commemorate the event.

117. RNAS matters, Police, Community & Church matters

In the absence of Mr. Graydon, CRO, RNAS, there were no RNAS issues raised.

In the absence of the Police, it was noted that there had been no crime figures reported for Yeovilton Parish. Mr. Elliott informed the meeting that his neighbour had reported an attempted distraction burglary, which he had prevented.

Rev. Faulkner confirmed that there is to be an event in Podimore, and felt that individual parties would be a great idea. Street closures are possible, but it was pointed out these can cause issues, insurance, marshalling etc.

118. Planning matters

The Council noted that there was no decision for application 20/02512/OUT on Land adjoining Pilgrims, Weir Lane Outline application with all matters reserved apart from access for the erection of 2 No. detached dwellings.

The Council noted that there was no decision on application 22/00100/HOU at Beaton House, Weir Lane, Yeovilton for the erection of a new front porch & loft conversion.

The Council noted that there was no decision on application 22/00103/LBC at St. Bartholomew’s Church, Yeovilton for proposed repairs and decoration to rainwater goods and internal finishes.

119. Financial matters

The Council noted the amount in their accounts as listed, to be transferred from the Limington Parish meeting, as well as their other assets & liabilities, following the formation of the new Council in May.

The Council noted that the balances as at 28/02/22 were in the Current A/c £1,656.50p and £5,007.05p in the B/P Account.

The cheques were approved & signed.
The Clerk reported that Barclay’s Bank will amend the account from Yeovilton Parish Council to Yeovilton &

District Parish Council on receipt of a headed letter from the new Council. New mandates will also have to be done.

120. Highway matters

Mr. Luck reported that the VAS figures from Bridgehampton for the period February 5th to February 16th showed a total of 6,058 vehicles, with 81.5% travelling over the speed limit. The highest speed recorded was 68 MPH.
These figures have been circulated and posted on the Website.

The Council noted that the request for an extra Dog bin at the Weir area in Yeovilton village, is still under review by SSDC Street Scene, as to whether they can add this to their list of collections.

The Council noted that the request for a Grit bin in Yeovilton village is still to be agreed, as it will have to be supplied and paid for by the Parish Council.

There was still concern reference overgrown footpaths both in Bineham & Weir Lane, Yeovilton.
The request for ‘Horse signs’ within Yeovilton village is still ongoing.
Mr. Board reported a blocked drain at Little Yeovilton from Stockwitch Cross back towards Podimore. It was

noted that County Highways have been informed. The blocked drains in Bineham Lane still need attention.
An Email received from Mr. A. Holt, Podimore, reference various highway issues, having been circulated to all

members was read & noted. It was agreed that these are now left for debate for the new Council.

121. Flooding issues

The Council noted that there has been no recent flooding issues.

122. Tree matters

Mr. Luck informed the meeting that following the recent storms that the dangerous trees in Bineham had been reported by the Clerk and he also highlighted an Oak tree with St. Bart’s Churchyard that needed attention.
Mrs. Hickman, Trustee agreed to report this issue.

123. Rights of Way.

Mr. Luck stated that he had again contacted SCC Rights of Way reference the two bridges on Rights of Way within the Parish. It was highlighted that there are some stiles in the area, that are in a dangerous condition.

The Council considered in great detail the proposal to upgrade the status of route Y30/28 which runs along Eastmead Lane from Bridleway to a Restricted Byway. After some discussion, with the Council divided in opinion, it was agreed to invite the SCC Officer to the next meeting, to provide more detail.

124. Correspondence

The Council noted the Somerset Waste Partnership newsletter, which had been circulated.

125. Items for report, or for the agenda of the next meeting

Discussion took place on the lack of fast Broadband within Yeovilton village, as Fibre Optic provision is happening in adjacent Parishes. It was understood that individuals have to guarantee to pay for its provision. Mr. Hickman agreed to highlight this issue on the local Facebook site.

Nomination forms received from SSDC were available & given out for the Parish Council elections.

The date of the next meeting was agreed to be held on Tuesday April 12th 2022 at St. Bartholomew’s Church, Yeovilton, following the Annual Parish meeting at 7.30pm.

It was agreed that the new Council will hold its first meeting on May 10th 2022.

There being no further business, the Chairman thanked all present for attending and declared the meeting closed at 9.05pm.
