Minutes of a meeting of Yeovilton Parish Council held on Tuesday May 14th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm .

Present: Mr. P. Browncey, Mr. D. Board, Mr. B. Barlow, Mr. A. Elliott, Mr. A. Hickman, Mr. R. Luck, Mr. M. Lewis, County Councillor, Mr. P. Rowsell, District Councillor, Mr. R. Graydon, CRO, RNAS Rev. B Faulkner & Mr. P. Horsington, Clerk.

Five members of the public attended.

1. Election of Chairman

In the absence of Mrs. Jones, retiring Chairman, Mr. Browncey vice – Chairman took the Chair.
On the proposition of Mr. Elliott, seconded by Mr. Barlow, Mrs. Jones in her absence, was unanimously elected Chairman for the coming year 2019/20.

2. Co-option of three members

As there were only four nominations received for the new Parish Council of seven members, this meant there were three vacancies to be filled by co-option. On the proposition of Mr. Elliott, seconded by Mr. Barlow, Mr. D. Board, Mr. R. Luck and Mr. A. Hickman were unanimously co-opted to the Parish Council.

All members signed their Declarations of Acceptance of Office and received the Register of Interest forms. These to be completed by members and returned to SSDC within 28 days.

3. To elect other Officers

The following Officers were unanimously agreed –

Apologies were received from Mrs. R.S. Jones, Mr. A.Capozzoli, District Councillor, Mr. C. Hull, District Councillor, PC Stefan Edwards and PCSO Thelma Mead.

5. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

The Council noted that the three elected members for the new SSDC Northstone, Ivelchester and St. Michael’s Ward are Mr. A. Capozzoli, Mr. C. Hull & Mr. P. Rowsell.

6. Declarations of Interest

There were no Declarations of Interest.

7. Open Session & County and District Councillors’ reports

Mr. Browncey welcomed Mr. Rowsell, District Councillor, who introduced himself, and stated that he hopes to attend the meetings on a reasonably regular basis, in conjunction with the other two elected members.

Mr. Browncey congratulated Mr. Lewis, County Councillor on being re-elected to SSDC representing for an adjacenr ward.

Mr. Lewis, County Councillor, reported that he had attended a Public Enquiry meeting reference the A.303 dualling, stating it is being proposed that sometime in the future the A.303 will become an Expressway.
There are issues regarding West Camel & Queen Camel suggestions to maintain the existing road adjacent to the new dual carriageway, as there is a pinch point at Howell Hill.

Mr. Lewis reported that SCC had ended the year with a surplus of £1.4 million.

In response to a query from Mr. Board asking when would the closure of the slip road into Podimore from the A.303 is likely to be implemented, Mr. Lewis replied this will happen, when the Secretary of State formally approves the Scheme of works for the A.303 dualling. The Finance for the works is actually in place.

There was nothing to report from Limington Parish reference the creation of a Parish Council. It was noted that this is a matter for Limington to resolve.

8. RNAS matters, Police & Community issues & Church matters

Mr. Graydon, CRO, RNAS reported that there will be a new picket perimeter fence, as a temporary measure, in place before Air Day being held on July 13th. This was welcomed by the members present.

Mr. Graydon stated that a letter had been sent to Yeovilton residents from AHA reference proposed details for Air Day. However it appeared from comments made, not all residents had received the letter. Mr. Graydon stated that he would look into this.

Mr. Browncey asked if there was any update on the Bridgehampton flooding situation, to which Mr. Graydon replied that MOD has appointed an expert to investigate the situation.

The Council noted the apologies from the Police.

Rev. B. Faulkner informed the Council that at the Annual Parochial Church meeting held at St. Peter’s Church, Podimore on May 12th two Churchwardens have been appointed being Mrs. P. Rosewell &
Ms. E. Le Brun, with Lay members, Mrs Wetherall, Mrs. Bennett & Ms. J. Evans.

9. Planning matters

It was noted that discussions regarding the access to the site during construction for the works for application 18/03658/REM for Land north of Troubridge Park, Ilchester following approval 15/000247/OUT for the erection of 150 dwellings etc. are ongoing.

In answer to a query from Mr. Barlow, it was noted that planning application 19/00454/OUT for Mr. Paul Rogers on land adjacent to the Florins, Bineham Lane, Yeovilton for the erection of two single storey dwellings and formation of vehicular access is still ongoing and it is expected that there will be full detailed application submitted for the Parish Council to consider.

10. Financial matters

The Council noted that the balances at 30/04/19 were Current a/c £3,108.64p & Business savings a/c £3,585.96p.

The Council approved the payments & the cheques were signed.

Came & Co. – insurances P. Horsington expenses

The Council were informed that HMRC had selected Yeovilton PC for verification of the VAT reclaim, which means that the payment of £41 will be delayed.

On the proposition of Mr. Elliott, seconded by Mr. Hickman, the Council unanimously, formally adopted the annual accounts to March 31st 2019.

It was agreed that the Clerk will obtain new Mandate forms for all members to act as signatories to the Council’s accounts.

11. Highway matters

Mr.Board reported that the potholes along Church Street, Podimore had been repaired all the way from the B.3151 to the Church. This was welcomed by the Council combined with the earlier flood works.

Mr. Hickman asked when will the roadworks on the B.3151 by RNAS Yeovilton be completed, and was informed by Mr. Graydon that these are expected to continue until December.

Mr. Elliott highlighted that despite the new 40 MPH speed limit, he has safety concerns with the junction of the B.3151 with Bineham Lane, and after discussion, it was agreed that advice is taken from County Highways to see if other safety measures could be put in place.

The Council noted that County Highways had agreed, subject to Police support, to put a Flood warning sign, that can be covered when there is no flooding & opened in case of high water.

12. Flooding issues

No issues were raised, except to note the Bridgehampton issues.

13. Tree matters

Mr. Luck stated that he had nothing to report.

14. Rights of Way

Mr. Elliott highlighted broken gates hasps on certain Rights of Way. Mr. Luck agreed that he will look into this issue & discuss with the Rights of Way Officer.

The Council noted the Somerset Waste Partnership newsletter and Clerks Direct.

16. Items for report, or for the agenda of the next meeting

Mr. Hickman asked if there was anyone who had information concerning bees, as he wished to acquire some more. Rev. J. Webb, Podimore attending, stated that he would be able to assist with this.

The Council confirmed the date of the next Parish Council meeting for Tuesday June 11th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

There being no further business, the Chairman thanked all for attending, and closed the meeting at 8.25 pm.
