Minutes of Yeovilton Parish Council held on Tuesday May 11th 2021
at St. Bartholomew’s Church, Yeovilton following the Annual Parish meeting held at 7.30pm.
The meeting was held with strict Covid regulations, social distancing & masks being worn.

Mrs. R. S. Jones, Mr. R. Luck, Mr. M. Lewis, County Councillor, Mr. A. Capozzoli, District Councillor, Mr. R. Graydon, CRO, RNAS, Rev. B. Faulkner, Mrs. C. Hickman, Mrs. M. Murray, Mr. S. Prendiville and Mr. P. Horsington, Clerk.
1. Apologies
Mrs. R. S. Jones, having taken the Chair, apologies were received from Mr. C. Hull, District Councillor, Mr. P. Rowsell, District Councillor, PC. Stefan Edwards and PCSO Tim Russell.
2. Election of Officers
On the proposition of Mr. Board, seconded by Mr. R. Luck, Mr. A. Elliott was unanimously elected Chairman. Mr. Elliott signed his Declaration of Acceptance of Office.

Mr. Board thanked Mrs. Jones for her term of Office as Chair, stating she had done a lot of work on behalf of the Council and it had been a pleasure to work with her. This was agreed unanimously.
The Clerk reported that he had thanked Mrs. W. Scrivener for being the Internal Auditor.
3. Minutes
The Minutes of the previous meeting held on April 13th 2021, having been circulated, were signed as correct.
4. Declarations of Interest
There were no Declarations of Interest.
5. Open Session & County & District Councillors’ reports
Mr. Capozzoli, District Councillor stated that three Senior Officers have left SSDC, including the Chief Executive, who has taken up a post in New Zealand.
Mr. Capozzoli referred to the planning application 20/03406/S73 Stockwich Court, which is being delayed due to Phosphate issues, which he felt was unacceptable.
Mr. Lewis, County Councillor, informed the meeting that the Phosphate issue is due to potential raw sewage contamination.
Mr. Lewis stated that the Secretary of State is due to make a decision on the single Unitary Council proposals for Somerset on July 22nd.
The Council were informed that there will be a poll of residents on the options proposed by the District Councils to have two Unitary Councils, rather than the single one being proposed by SCC. It was noted that the Poll will not be binding.
6. RNAS matters, Police, Community & Church matters
Mr. Graydon, RNAS stated that he had nothing to report, except to confirm there will be no Air Day this year.
Mr. Luck asked Mr. Graydon about rumours that the Bristol University Squadron training flights will be coming to RNAS Yeovilton. Mr. Graydon stated that at present, this was vague speculation.
The Council noted the Crime report received from the Police.
Rev. Faulkner stated that there were no Church issues to be discussed.
7. Planning matters
The Council noted there was nothing to report reference any future outline proposals for development on Land north of Dragon Fly Chase.
The Council noted that there was no decision for application 20/02512/OUT on Land adjoining Pilgrims, Weir Lane Outline application with all matters reserved apart from access for the erection of 2 No. detached dwellings.

The Council noted that there was no decision for application 20/03406/S73 at Stockwitch Court, Stockwich to remove planning condition No. 6 (residential annexe tie) of approval 06/04038/COU to enable annexe to be used as a
separate dwelling.
The Council noted that there was no decision for application 20/02517/FUL at West Farmhouse. Pyle Lane,
Yeovilton for extension of existing access track, demolition of old cow stalls, rebuild, alterations and repairs to allow conversion of barns to form 3 units holiday accommodation with associated parking and garden areas.
It was noted that all these applications are being delayed due to the need for a Phosphate report.
8. To sign Annual Statement of Governance
Mr. Elliott, Chairman read & signed the Annual Statement of Governance.
9. Financial matters
The Council noted that the balances as at 30/04/21 were in the Current A/c £3,990.53p and £5,006.69p in the B/P Account.
Payments received – £3,900 SSDC precept & £147 VAT refund
The Council considered the two quotations received for the annual Parish Insurances, these being £586.05 from Came & Co and £345.48p from BHIB. On the proposition of Mr. Barlow, seconded by Mr. Board, the Council unanimously accepted the lower quotation from BHIB, this beingoffered for a three year period term agreement.

The cheques were approved and signed.
On the proposition of Mr. Browncey, seconded by Mr. Luck, the Council formally adopted the Annual accounts to March 31st 2021. These had been received by all members. Mr. Elliott signed the Annual Accounts papers.
The Council noted the reply received from SSDC, reference the Parish Council’s part of the Council tax.
The Council noted that the Internal auditor, Mrs. W. Scrivener had inspected the accounts and signed the Audit return and sent a letter of approval. It was noted that a gift has been given to her, as thanks, for her checking the accounts over the past few years.
Mr. Elliott, Chairman read & signed the Annual return documents to be sent to PFK, External auditors, Canary Wharf, London. It was noted that the Notice for Public Inspection is to be displayed on the Notice board in Yeovilton, and put onto the Website, when legally required.
10. Highway matters
Mr. Luck reported that the VAS device has been put up in Podimore, and there had been 84% of the traffic speeding over 30 MPH.
Mr. Luck reported that the VAS device has been put up in Bridgehampton for eight days, and the peak period for excess speeding was 4.00pm and 75% of vehicles had been travelling over 30MPH. In answer to a query from Mr. Lewis, Mr. Luck informed him that the data has been sent to the Police. It was agreed to put this information onto the Parish Council’s website.
The Council noted that a reply had been received reference the effluent coming onto Weir Lane from Manor Farm, Yeovilton, stating that efforts will be made to improve the situation.
Mr. Prendiville highlighted blocked drains in Yeovilton village, and it was agreed that the Clerk would forward photo evidence to County Highways for action, once received.
It was suggested that the Parish Council should consider raising their precept next year to be able cover this type of work. It was noted that the Footpath verges in Bineham Lane were overgrown.
11. Flooding issues
There were no issues raised.
12. Tree matters
Mr. Luck stated that he would look at the trees both in Bridgehampton in the river Cam and one in the river Yeo in Yeovilton and report back to the relevant Authorities.
13. Rights of Way.
There were no issues to update the Council reference Rights of Way.
14. Correspondence
The Council noted the Somerset Waste Partnership video conferencing and newsletter.
15. Items for report, or for the agenda of the next meeting
The Council noted that there had been a recent flying accident involving a Navy Wings aircraft in Limington village. The plane was in pieces, but the pilots were not seriously injured.
The date of the next meeting was agreed for Tuesday June 8th 2021 at 7.30pm, the venue being St. Bart’s Church, Yeovilton, subject to any Covid restrictions.
There being no further business, the Chairman thanked all present for attending and declared the meeting closed at 9.00pm.
