Minutes of Yeovilton & District Parish Council held on Tuesday January 10th 2023 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Chairman, Mr. A. Elliott, Mr. P. Crang, Mr. A. Hickman, Mr. S. Hodgson, Mr. R. Moffatt, Mr. James Scott and Mrs S. Thomas-Webb.
No members of the public attended

1. Apologies

Apologies were noted from Mr. H. Hobhouse, Somerset Councillor, Mr. M. Lewis, Somerset Councillor, Mr. A. Capozzoli, District Councillor, Mr. C. Hull, District Councillor, Mr. P. Rowsell, District Councillor.

2. Minutes

The report from the previous meeting held on November 8th were noted.
In the absence of any Clerk being appointed, Mr. Elliott took relevant notes. Discussion took place reference the need for a new Clerk.
It was agreed to contact the former Clerk to cover the next meeting.

4. Declarations of Interest

There were no Declarations of Interest.

5. RNAS Matters, Police, Community Issues & Church Matters

No RNAS matters were raised.
The Council noted the Crime figures which had been received.

6. Open Session, with Somerset Councillors & District Councillors’ reports

In the absence of both the Somerset & District Councillors, no issues were reported.

7. Planning matters

The Council agreed to leave the issue of either a Local plan or Neighbourhood plan until the next meeting.

The Council noted that there was no decision on application 22/00962/REM on Land adjoining Pilgrims, Weir Lane Reserved Matters for appearance, landscaping, layout and scale, following outline approval 19/01996/OUT for the erection of a dwelling.

The Council noted that there was no decision on application 22/01966/HOU at Broadmeadows, Weir Lane, Yeovilton to demolish existing garage & utility to be replaced with a two storey side extension and rear extension existing rear dormer to be extended.

The Council noted that there was no decision on application 22/02251/FUL at Three Acres, Limington Road for Chang of use of land & buildings to provide canine daytime facility, erection of fencing and enlargement of hardstanding (retrospective).

The Council noted that there was no decision on application 22/02741/Out on land off Bineham Lane, Yeovilton outline application with all matters reserved except access for the development of 4 self build residential plots.

8. Financial matters

The Council noted that the balances as at 26/08/22 were in the Current A/c £7,332p and £9,007.59p in the B/P Account.

Members present discussed the budget & precept and on the proposition of Mr Scott, seconded by Mr. Elliott, it was unanimously agreed to precept a 5% reduction on the total two figures from both Yeovilton Parish Council, £3,900 & Limington Parish meeting, £2,622 being the sum of £6,251 for 2023/24.

The Council agreed to leave the issue of the lands transferred to the Council from the Limington Parish meeting and new Tenancy agreement with the existing tenants for a future meeting.

9. Highway matters

There were no discussions on Highway issues.

10. Chairman & vice- Chair.

Mr. Elliott stated that due to work pressure, he felt that he should retire from being Chairman, with Mr. Crang stating that he also wished to step down.

After discussion, on the proposition of Mr. Elliott, seconded by Mr. Moffatt, Mr. Scott was elected Chair, with Mr. Hodgson as vice – Chairman.

11. Items for report or for the agenda of the next meeting

The date of the next meeting of the Council was confirmed to be held on Tuesday March 14th 2023 at St. Mary’s Church, Limington at 7.30 pm.

There being no further business, the Chairman thanked all present for attending and declared the meeting closed at 8.25 pm.
