Minutes of Yeovilton Parish Council held on Tuesday November 12th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm.
Present: Mrs. R. S. Jones, Chairman, Mr. P. Browncey, Mr. B. Barlow, Mr. D. Board, Mr. A. Elliott, Mr. A. Hickman, Mr. R. Luck, Mr. M. Lewis, County Councillor, Mr. A. Capozzoli, District Councillor, Rev. B. Faulkner
and Mr. P. Horsington, Clerk.
Three members of the public attended.
70. Apologies
Apologies were received from Mr. R. Graydon, CRO, RNAS, Mr. P. Rowsell, District Councillor, Mr. C. Hull, District Councillor, PC. Stefan Edwards & PCSO Thelma Mead.
71. Minutes
The Minutes of the previous meeting, having been circulated, were signed as correct.
72. Declarations of Interest
There were none declared.
73. Open Session & County & District Councillors’ reports
Mr. A. Capozzoli, District Councillor informed the meeting that SSDC would not be bulk buying SIDs, however he stated that there could be some funding to assist the purchase of one from SSDC. It was noted that the Clerk had contacted the Leader of the Council.
Mr. M. Lewis, County Councillor reported that due to the General election being called, this could impact on the decision of the A.303 improvements. Mr. Lewis informed the Council that the siting of an attenuation pond on instruction of the Secretary of State, is being re-evaluated as it might impact on RNAS Yeovilton.
The Council noted that the works at Bridgehampton and in Podimore are for Fibre optic cabling. Rev. Webb highlighted the number of temporary traffic lights within the Parish. This was noted.
74. RNAS matters, Police, Community & Church matters
In the absence of Mr. Graydon, CRO, RNAS, there were no issues raised.
Rev. B. Faulkner reported that the Remembrance Service had been well attended, and highlighted that there is to be a Concert at St. Mary, Major, Ilchester on November 22nd.
Mrs. Hickman stated that she had nothing to report on the potential provision of a defibrillator, being sited on the wall outside of St. Bart’s Church.
The Clerk reported that he had contacted the British Heartbeat Foundation, reference that they had bought from British Telecom the telephone kiosk at Podimore and had never put in a defibrillator as expected, no response had been received to date.
75. Planning matters
The Council noted that the issue of access for application 18/03658/REM land north of Troubridge Park following approval of application 15/000247/OUT for the erection of 150 dwellings and associated works was still under discussion.
The Council noted that there was no decision on application 19/00454/OUT for Mr. P. Rogers on land adjacent to the Florins, Bineham Lane for the erection of two single storey buildings & formation of vehicular access
The Council noted that there was no decision on application 19/01996/OUT for Mr. R. Wetherall on land adjoining Pilgrims, Weir Lane, Yeovilton for the erection of a dwelling with all matters reserved apart from access.
The Council noted that there was no decision on application 19/02387/FUL for Mr. & Mrs. Greg Evans on land adjacent to Keepers, Pyle Lane, Yeovilton for the erection of new dwelling and garage.
The Council discussed amended details received for application SCC/3633/2019 at Podimore Recycling Centre for extension of existing recycling facility to include erection of topsoil shed, lorry workshop, improved staff facilities and creation of a perimeter bund and subject to the area not being of historic interest, which Mr. Board will check, it was agreed to support the amended application.
Mr. Hickman informed the meeting that he was waiting for information from Queen Camel on the way forward to having a Neighbourhood Plan. The Clerk handed details from the Government website on what is required from Parishes on creating a Neighbourhood Plan, also indicating that the potential cost is between £12K to £15K , with a substantial grant of £9K being available from Central Government, plus a grant from SSDC.

76. Financial matters
The Council noted that the balances as at 31/10/19 were as follows, in the Current A/c £207.74p with £5,200.30p in the B/P Account.

The above payments were authorised and the cheques signed.
The Council noted that the mandate for the new Councillors have been sent off to Barclays Bank.
77. Highway matters
Mr. Luck reported that the actual cost for the SID trialled in Ilchester via Mr. N. Bloomfield, County Councillor & Chair of Martock Parish Council was actually £3,275, plus VAT. Mr. Luck informed the Council that there were other devices on the market at slightly less cost. After some discussion, with Mr. Barlow querying whether this would be a wise investment, it was agreed to ask Mr. Bloomfield, if the device could be trialled within Yeovilton Parish.
The Clerk informed the meeting that the agreed works with County Highways for the advance signage before the junction on the B. 3151 into Bineham Lane & Flood warning signs will take at least six months due to contractual issues, and the request for rumble strips at this junction has been made.
The Council noted that the clearing back of the verges in Bineham Lane is on the Highways list to be done The Council noted two proposed overnight closures on the A.303.
78. Flooding issues
Mr. Browncey raised the issue of the flooding impact from the new development recently approved for the eastern part of Yeovil at Up Mudford. The development is for 765 housing and other amenities. Mr. Lewis reported that this decision, may well be subject to a judicial review. This was noted.
79. Tree matters
Mr. Luck reported that there were issues to report.
80. Rights of Way.
Mrs. Jones thanked Mr. Luck for his report highlighting a full list of Rights of Way issues, which had been circulated to all members. The Clerk will provide the contact details of the local Rights of Way Officer to Mr. Luck.
The Council noted that there is an improvement with the issue of the overgrown hedges from the Lamb & Lark to Draycott in Limington.
81. Correspondence
The Council noted the Somerset Waste Partnership newsletter, Clerks Direct & the War Memorial newsletter.
82. Items for report, or for the agenda of the next meeting
Rev. Faulkner reported that the works to repair the Market Cross in Ilchester is now ongoing.
The Council confirmed the date of the next Parish Council meeting for Tuesday December 10th 2019 at 7.30pm, the venue being at St. Barts Church, unless there is a Carol service being held on the same evening. It would be then held at St. Peter’s Church, Podimore.
There being no further business, the Chairman thanked all for attending, and the meeting was closed at 8.47 pm.
