Minutes of Yeovilton Parish Council held on Tuesday November 9th 2021 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Mr. A. Elliott, Chairman, Mr. P. Browncey, Mr. D. Board, Mrs. R. S. Jones, Mr. A. Hickman, Mr. R. Luck,
Mr. M. Lewis, County Councillor, Mr. A. Capozzoli, District Councillor, Rev. B. Faulkner and Mr. P. Horsington, Clerk. Two members of the public also attended.

69. Apologies

Apologies were received from, Mr. B. Barlow, Mr. C. Hull, District Councillor, Mr. P. Rowsell, District Councillor, Mr. R. Graydon, CRO, RNAS, PC. Stefan Edwards and PCSO Tim Russell.

70. Minutes

The Minutes of the previous meeting held on October 12th 2021, having been circulated, were signed as correct.

Mr. Elliott stated that he will be stepping down as Chairman from the next meeting, due to his workload, and asked members to consider who is to take over from him. It was noted that the Officers are elected at the May meeting in each year.

The Clerk indicated that after eighteen years as Clerk, he felt it would be wise to retire at the end of March next year 2022.

71. Declarations of Interest

There were no Declarations of Interest.

72. Open Session & County & District Councillors’ reports

Mr. Lewis, County Councillor, in answer to a question from Mrs. Jones, informed the meeting that the Secretary of State will be determining future of the Unitary Authority by the end of November. As to when the new Authority will hold elections in 2022 or 2023, and the number of members to the new Authority, at present, this is all still very unclear.

Mr. Capozzoli, District Councillor reported that the Phosphate issues re. planning are still unresolved, although some housing applications are being determined.

Mr. Hickman stated that the hedge in Bineham Lane is still in need of being trimmed back. This was noted.

73. RNAS matters, Police, Community & Church matters

In the absence of Mr. Graydon, CRO, RNAS, there were no RNAS issues reported.
The Council noted the crime figures received from the Police.
Rev. Faulkner informed the meeting that Remembrance Services will be held within the Benefice at 10.45am,

with the War Memorial at Limington being re-dedicated.
The Council noted that the SSDC consultation to add the Limington area to the existing Yeovilton Parish is now

closed and there had been a 20% response. It was noted that SSDC full Council will consider this response at their December meeting.

Mr. Lewis stated that there had been very little response from RNAS personnel. After some discussion, the Parish Council agreed that provided their names are registered on the Electoral roll, then RNAS personnel should always have the right to vote on Parish Council matters. It was agreed to ask what number from RNAS actually took part in the recent poll, if that is permitted information.

74. Planning matters

The Council noted that there was no decision for application 20/02512/OUT on Land adjoining Pilgrims, Weir Lane Outline application with all matters reserved apart from access for the erection of 2 No. detached dwellings.

The Council noted that there was no decision for application 21/02745/COL at Stockwitch Court, Stockwitch Lane, Yeovilton for the existing use of land and buildings as an independent dwelling house with associated access, parking and garden areas.

75. Financial matters

The Council noted that the balances as at 31/10/21 were in the Current A/c £2,436.57p and £5,006.93p in the B/P Account.

76. Highway matters

The Council considered the report received from SCC Highways and agreed that it was very comprehensive with much of the detail having been put in place. It was agreed to thank Highways for this report.

The Council were informed that there had been two vehicles ending up in a ditch on the corner from the Podimore Services to the A.303. Mr. Board drew attention to a tree in the area, which could be an issue. It was agreed to ask SCC Highways to look at this issue. It was noted that the issue of the closure the slip road from the A.303 into Podimore is being considered by National Highways and SCC Highways.

Mr. Luck stated that the VAS device has been put in in Podimore taking data into Podimore from the west to east direction, the data from this has yet to be received from Ilchester, the delay being lack of a computer, to download the data. It was agreed to ask for the VAS to be put in Bridgehampton over the Christmas season.

The Council noted that the request for an extra Dog bin at the Weir area in Yeovilton village, is now under review by SSDC Street Scene, as to whether they can add this to their list of collections. A response will be sent in due course.

The Council considered a request for a Grit bin in Yeovilton village raised by Mr. Barlow and agreed to obtain a price for one for consideration at the next meeting.

There was still concern reference blocked drains both in Bineham & Weir Lane, Yeovilton, and it was reported that the SCC Highways road sweeper had been in Yeovilton village.

77. Flooding issues

The Council noted that Bineham Lane was flooded & the flood warning signs were used. Elsewhere in the Parish there were no major problems.

78. Tree matters

There were no issues reported.

79. Rights of Way.

The Council noted that the two bridges on Rights of Way within the Parish, are still closed.

80. Correspondence

The Council noted the Somerset Waste Partnership newsletters, which have been circulated.

81. Items for report, or for the agenda of the next meeting

There were no matters raised.

The date of the next meeting was agreed to be held on Tuesday December 14th 2021 at St. Bartholomew’s Church, Yeovilton, at 7.30pm.

There being no further business, the Chairman thanked all present for attending and declared the meeting closed at 8.30pm.
