Minutes of Yeovilton & District Parish Council held on Tuesday November 8th 2022 at St. Mary’s Church, Limington at 7.30pm.

Present: Chairman, Mr. A. Elliott, Mr. P. Crang, Mr. A. Hickman, Mr. S. Hodgson, Mr. R. Moffatt, Mr. James Scott, Mrs S. Thomas-Webb, Mr. M. Lewis, Somerset Councillor Mr. A. Capozzoli, District Councillor, Rev. B. Faulkner, Four members of the public attended.

47. Apologies

Apologies were received from Mr. H. Hobhouse, Somerset Councillor, Mr. C. Hull, District Councillor, Mr. P. Rowsell, District Councillor and PCSO Beata Marcelino.

48. Minutes

The Minutes of the previous meeting held on September 20th 2022, having been circulated, were signed as correct. In the absence of the Clerk, Rebecca Whittington, who did not taken up the post, due to promotion, Mrs. Elliott agreed to take the minutes for this meeting.

After discussion, it was agreed to again advertise the post of Clerk.

49. Declarations of Interest

There were none declared.

50. Open Session, with Somerset Councillors & District Councillors’ reports

Mr. M. Lewis, Somerset Councillor highlighted the closure of the A.303 over the next weekend.

Mr. Lewis reminded the Council that they need to have the Precept on their next agenda. Whilst large Authorities are likely to be capped at 5% for any increase, Parish Councils at present are not limited.

Mr A Capozzoli, District Councillor, stated that there was no decision to report on application 22/02251/FUL at Three Acres, Limington Road for change of use of land & buildings to provide canine daycare facility, erection of fencing and enlargement of hardstanding. Mr. Capozzoli highlighted difficulties with contacting planning Officers.

Mr. Holt highlighted the need for a potential ‘Speedwatch’ in Podimore. Mr. Holt asked for an update on the closure of the slip road into Podimore from the A.303, as there are still speeding issues. Mr. Holt suggested rumble strips at the entrances into Podimore, and greater use of a VAS device, There had been no VAS device seen within Podimore, for some time. This was noted.

51. RNAS Matters, Police Crime stats, Community Issues, Church Matters

There were no RNAS issues reported.
In the absence of the Police, the Crime figures were noted

39. Planning matters

After discussion, the Council agreed to leave the issues of either a Local plan or Neighbourhood plan until the next meeting until the next meeting.

The Council noted that there was no decision on application 22/00962/REM on Land adjoining Pilgrims, Weir Lane Reserved Matters for appearance, landscaping, layout and scale, following outline approval 19/01996/OUT for the erection of a dwelling.

The Council noted that application 22/01413/S73 on Solar site, Smithy Lane, Yeovilton for time extension to 2056 had been granted

The Council noted that application 22/00830/FUL at Tremaynes, Limington Road, Limington for the erection of garage with access had been withdrawn.

The Council noted that application 22/01633/PAMB on land at Limington Road, for permission to convert an agricultural building to a no. 1 dwelling had been refused.

The Council noted that application 22/01691/HOU at Lynne Cottage, Church Street, Limington for the erection of a single storey side entrance and rear kitchen extension had been granted

The Council noted that application 22/01544/FUL on Land off Elborough Lane, Limington for the erection of dual agricultural and equestrian storage building to replace existing building had been granted.

The Council noted that application 22/02100/FUL at 5, Old Forge Court, Limington for change of use from agricultural to domestic garden and siting of a timber summerhouse (retrospective) had been granted.

The Council noted that application 22/03364/FUL & 21/03365/LBC at St. Bart’s Yeovilton for removal of tarmac path within churchyard and replacement with new stone Fleet Air Arm Memorial Path, bench and interpretation signage had been granted.

The Council noted that application 22/02101/FUL at 4, Old Forge Court, Limington for change of use from agricultural to domestic garden and siting of a summerhouse & greenhouse (retrospective) had been granted.

The Council noted that application22/01766/HOU at Rosandor, Duck Lane, Limington to demolish existing side lean-to and rear conservatory, build a two storey rear extension, add a first floor above existing bungalow over the rear half, add a front porch with new entrance, and make external and internal alterations to the existing dwelling had been refused.

The Council noted that there had been no decision on application 22/01966/HOU at ‘Broadmeadows’, Weir Lane, Yeovilton to demolish existing garage & utility to be replaced with a two storey side extension and rear extension existing rear dormer to be extended.

The Council noted that application 22/02251/FUL at Three Acres, Limington Road for Chang of use of land & buildings to provide canine daytime facility, erection of fencing and enlargement of hardstanding (retrospective), despite objections from the Council, was still being considered by SSDC.

The Council considered application 22/02741/OUT on land off Bineham Lane, Yeovilton outline application with all matters reserved except access for the development of 4 self build residential plots. After some discussion, it was unanimously agreed to oppose the application, for the following reasons, over development of the site, poor access, impact on street scene and adjacent properties.

52. Financial matters

The Council noted that the balances as at 31/10/22 were in the Current A/c £6,50.36p and £9,007.59p in the B/P Account.

It was noted that the new Bank mandates are pending until the new Clerk is in place.
The Council discussed issues to be considered when agreeing the budget and precept in January. These included

more dog bins, some hedge trimming, consideration of more hiring £50 per 10 days from Ilchester PC or purchase of a VAS / SID c. £3K.

The Council discussed the issue of the lands transferred to the Parish Council from the Limington Parish meeting and agreed that there needs to be a new Tenancy agreement with the two existing tenants, and confirmation that these areas have been formally registered with the Land Registry.

53. Highway matters

It was agreed to obtain quotations for various speeding counter measures including entrance gates to each village within the Parish.

The Council noted that the request for an extra Dog bin at the Weir area in Yeovilton village, is still under review by SSDC Street Scene, as to whether they can add this to their list of collections- the Council have approved three Dog bins for the Parish and the costings will be provided, with the potential sites to be agreed for the next meeting.

The Council agreed that County Highways are requested to trim the roadside hedges in Bineham & Weir Lanes, Yeovilton village, as these are well overgrown. It was noted that the same issue in Duck Lane, Limington had been reported, reminder to be sent these SCC services.

54. Flooding issues

There were no issues raised.

55. Tree matters

There were no tree matters raised.

56. Rights of Way.

There is an amount of repair needed to some stiles on the footpaths, and it was agreed that members are to compile a list of the stiles requiring immediate attention, and contact to be made with County Rights of Way to tell them their locations via the Somerset County Council website portal. ‘What three words’ app identifies the site.

57. Correspondence

The Council noted the Somerset Waste Partnership newsletter.

58. Items for report, or for the agenda of the next meeting

The date of the next meeting of the Council was confirmed to be held on Tuesday January 10th 2023 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

There being no further business, the Chairman thanked all present for attending and declared the meeting closed at 8.25 pm.
