Minutes of Yeovilton Parish Council held on Tuesday October 12th 2021 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Chairman, Mr. P. Browncey, Mr. D. Board, Mr. A. Hickman, Mr. R. Luck, Mr. M. Lewis, County Councillor, Mr. A. Capozzoli, District Councillor, Mr. R. Graydon, CRO, RNAS, Rev. B. Faulkner and Mr. P. Horsington, Clerk. One member of the public also attended.

56. Apologies

Apologies were received from Mr. A. Elliott, Chairman, Mr. B. Barlow, Mrs. R. S. Jones, Mr. C. Hull, District Councillor, Mr. P. Rowsell, District Councillor, PC. Stefan Edwards and PCSO Tim Russell.

In the absence of Mr. Elliott, Mr. P. Browncey took the Chair.

57. Minutes

The Minutes of the previous meeting held on September 14th 2021, having been circulated, were signed as correct.

58. Declarations of Interest

There were no Declarations of Interest.

59. Open Session & County & District Councillors’ reports

Mr. Capozzoli, District Councillor reported that the Phosphate issues re. planning are still unresolved, although some housing applications are being determined.

Mr. Capozzoli reported that the SSDC Area East Committee being held on Wednesday October 13th will be via Zoom and an informal meeting making no decisions.

Mr. Lewis, County Councillor, informed the meeting that the Secretary of State will be determining the number of members for the Unitary Authority by the end of the month.

The Council noted that the Queen will celebrate her Platinum Jubilee next year, and after discussion, with Mr. Hickman suggesting that a Street party could be held in Yeovilton village. It was agreed to leave this as an agenda item. Much of this could depend on the result of the Consultation forms, which have been sent to all residents of Yeovilton Parish and the area covered by the Limington Parish meeting. The closure date is November 5th..

Mrs. Hickman stated that the hedge in Bineham Lane is still in need of being trimmed back. This was noted.

60. RNAS matters, Police, Community & Church matters

Mr. Graydon, CRO, RNAS, stated that he had nothing to report.
The Council noted the reports received from the Police.
Rev. Faulkner informed the meeting that Harvest Festival held at St. Peter’s, Podimore on September 19th had

been a great success, as was the Harvest Service held at Limington Church on October 10th.
The Council noted that the SSDC consultation with all residents is now taking place, as to add the Limington area

to the existing Yeovilton Parish. If agreed, the new Council would be named Yeovilton & District Parish Council.

61. Planning matters

The Council noted that there was no decision for application 20/02512/OUT on Land adjoining Pilgrims, Weir Lane Outline application with all matters reserved apart from access for the erection of 2 No. detached dwellings.

The Council noted that there was no decision for application 21/02745/COL at Stockwitch Court, Stockwitch Lane, Yeovilton for the existing use of land and buildings as an independent dwelling house with associated access, parking and garden areas.

62. Financial matters

The Council noted that the balances as at 30/09/21 were in the Current A/c £2,505.57p and £5,006.93p in the B/P Account.

63. Highway matters

Mr. Luck stated that the VAS device has been put in in Podimore taking data into Podimore from the west to east direction, and Mr. Board and himself had put in a removable pole for the device.

Rev. Faulkner reported that the Police have been regularly monitoring the speed of traffic through Podimore.

Mr. Browncey reported that 30 MPH roundels have been painted on the road surface in Podimore, and the white lining at the access to the Podimore Services has been repainted.

It was agreed to again ask that the slip road from the A.303 into Podimore is closed asap. Mr. Board stated the there is quite a number of HGV s using this access to go into the Podimore Services.

The Council were informed by Mr. Browncey that the pothole at Bridgehampton between Bridge House and the bridge over the river Cam had been patched, and the water leak now repaired.

It was agreed to again highlight blocked drains in Bineham Lane, Yeovilton.

The meeting was informed that the request for ‘Horse signs’ for Yeovilton village had been sent to SCC Highways and the response received back had asked for further details, number of horses in Yeovilton and how many use the roads. This has been passed to Teresa Gardiner, Yeovilton resident, who had raised the issue, considered at the last meeting, who will supply the relevant details for SCC to consider.

The Council were informed that the request for an extra Dog bin at the Weir area in Yeovilton village, is now under review by SSDC Street Scene, as to whether they can add this to their list of collections. A response will be sent in due course.

There was still concern reference blocked drains in Bineham Lane, and Mr. Luck agreed to identify these and inform the Clerk. This information will then be sent to County Highways, copied in to Mr. Lewis.

64. Flooding issues

There were no issues raised.

65. Tree matters

There were no issues reported.

66. Rights of Way.

The Council noted that the two bridges on Rights of Way are still closed, the Council noted the response from the Rights of Way Officer, which stated that these repairs are probably not going to be carried out in this year.

67. Correspondence

The Council noted the Somerset Waste Partnership newsletters, which have been circulated.

68. Items for report, or for the agenda of the next meeting

It was agreed to add the issue of Chairman onto the next agenda for discussion.

The date of the next meeting was agreed to be held on Tuesday November 9th 2021 at St. Bartholomew’s Church, Yeovilton, at 7.30pm.

There being no further business, the Chairman thanked all present for attending and declared the meeting closed at 8.30pm.
