Minutes of Yeovilton Parish Council held on Tuesday September 10th 2019 at St. Bartholomew’s Church, Yeovilton at 7.30pm.

Present: Mrs. R. S. Jones, Chairman, Mr. P. Browncey, Mr. D. Board, Mr. A. Elliott, Mr. A. Hickman, Mr. R. Luck,
Mr. M. Lewis, County Councillor, Mr. A. Capozzoli, District Councillor, Rev. B. Faulkner and Mr. P. Horsington, Clerk.

Eight members of the public attended.

44. Apologies

Apologies were received from Mr. B. Barlow, Mr. C. Hull & Mr. P. Rowsell, District Councillors, Mr. R. Graydon, CRO, RNAS, PC. Stefan Edwards & PCSO Thelma Mead.

45. Minutes

The Minutes of the previous meeting, having been circulated, were signed as correct.

46. Declarations of Interest

There were none declared.

47. Open Session & County & District Councillors’ reports

Mr. A. Capozzoli, District Councillor asked the Council for an opinion on application 19/01996/OUT for
Mr. R. Wetherall on land adjoining Pilgrims, Weir Lane, Yeovilton for the erection of a dwelling with all matters reserved apart from access, as the SSDC Planning Officer was recommending refusal. Mr. Capozzoli asked the Council whether he should ask for this application to be taken to SSDC Area East Committee for their consideration. It was agreed to consider this under Planning matters.

Mr. M. Lewis, County Councillor highlighted the Somerset Waste Partnership newsletter.

Mr. Lewis stated that SCC will be receiving more funding from Central Government towards the Adult Services and also that SCC will be providing salt / grit for Parish use during the winter..

Mr. A. Litwinek, from Ilchester, highlighted his difficulty in finding his parked vehicle, at the end of the Air day, due to the number of parked vehicles. He suggested that there ought to be at least row numbers to assist in locating vehicles. It was agreed that this was an excellent suggestion and will be forwarded to AHA the organisers & RNAS.

Mr. Browncey, on behalf of the Council, wished Mrs. M. Wetherall well in her forthcoming move to Devon. Mrs. Wetherall thanked all present stating, that she had been a resident of the Parish for 65 years.
Mrs. Murray stated that the verges along Bineham Lane need to be cut back to reveal drains.
Mrs. Hickman stated that there is a B.P. in Limington Parish which is very overgrown and gates there that need

attention. These issues were noted.
Rev. Webb stated how pleased he was with the works carried out by County Highways through Church Street,

Podimore, in repairing the potholes & surface drainage.

48. RNAS matters, Police, Community & Church matters

In the absence of Mr. Graydon, Mr. Browncey reported that Notices for Air Day had not been taken down, with Mr. Hickman stating that the Sunday following Air Day, had not been policed.

Mrs. Jones reported that a meeting is to be arranged by SSDC with Limington representatives, to include the Parish Council to discuss the creation of a Parish Council in Limington Parish as being part of Yeovilton PC.
Mrs. Jones indicated that 2023 would be potentially, the earliest date for this amalgamation.

Rev. B. Faulkner stated that Harvest Festival will be held at St. Peter’s, Podimore on September 15th at 6.30pm.

49. Planning matters

The Council noted that the issue of access for application 18/03658/REM land north of Troubridge Park following approval of application 15/000247/OUT for the erection of 150 dwellings and associated works was still under discussion

The Council noted that there was no decision on application 19/00454/OUT for Mr. P. Rogers on land adjacent to the Florins, Bineham Lane for the erection of two single storey buildings & formation of vehicular access

The Council noted that there was no decision received on application SCC/3633/2019 at Podimore Recycling Centre for extension of existing recycling facility to include erection of topsoil shed, lorry workshop, improved staff facilities and creation of a perimeter bund.

The Council discussed the request from Mr. Capozzoli on application 19/01996/OUT for Mr. R. Wetherall on land adjoining Pilgrims, Weir Lane, Yeovilton for the erection of a dwelling with all matters reserved apart from access, as to whether it should be taken to Area East Committee for consideration. After some discussion, on a vote of three in favour, with two against, it was agreed that Mr. Capozzoli should request that the application is taken for consideration by the Area East Committee.

The Council considered application 19/02387/FUL for Mr. & Mrs. Greg Evans on land adjacent to
Keepers, Pyle Lane, Yeovilton for the erection of new dwelling and garage. After some considerable discussion, the Council unanimously agreed to oppose the application for the following reasons, these being that the application is outside the Village boundary, noise contours & is contrary to SSDC policy SS2.

50. Financial matters

The Council noted that the balances as at 29/08/19 were as follows, in the Current A/c £579.09p with £5,197.63p in the B/P Account.

Payments received – Nil Payments made

10/09/19 100411 £292.15 P. Horsington salary & expenses

The above payment was authorised and the cheque signed.

The Council noted that there will be no charge for the Audit, as it is exempt being under £25,000 transactions. The mandates for the new Councillors are being progressed.

51. Highway matters

Mr. Luck spoke on the various options available for Speed Indicator Devices, ranging from ‘Smiley Faces’, solar powered, blue tooth connections to recording speeding vehicles. The Clerk reported that Mr. N. Bloomfield, County Councillor & Chair of Martock Parish Council has had SIDs put in Martock. Mr. Luck stated that he would make contact with Mr. Bloomfield and take advice, which he will report back to the Council.

Mr. Lewis, County Councillor stated that West Camel may be receiving some funding from Highways England towards the cost of a SID.

The Clerk informed the meeting that the agreed works with County Highways for the advance signage before the junction on the B. 3151 into Bineham Lane & Flood warning signs will take at least six months due to contractual issues. Mr. Board suggested that putting rumble strips at this junction would also make it safer. After discussion, it was

agreed to ask County Highways for these.

52. Flooding issues

There were no issues raised.

53. Tree matters

Mr. Luck reported that he had attended a meeting at Walton, which had discussed Community projects to plant more trees on the Somerset Levels and on a wider area. Mr. Luck stated that he had raised the issue on the future maintenance of these plantings.

54. Rights of Way.

Mr. Luck highlighted an overgrown bushes on a F.P. in Pyle Lane & Mr. Capozzoli agreed to speak informally to the owner of the adjacent property.

It was noted that Mrs. Jones stated that she would get some trimming back done in some areas of Yeovilton village, with Mr. Hickman suggesting that possibly the Parish Council might consider make a small contribution towards this work. This was noted.

Mr. Luck gave the Council details of a location App, this being What3words, which can be downloaded from Google play store or the Apple App store. Mr. Luck informed the meeting that this device is used by Avon & Somerset Police and other Emergency services to identify actual locations. The display can be either a normal map or a satellite image with the earth divided into three square metre sections.

55. Correspondence

The Council noted the Somerset Waste Partnership newsletter & Clerks Direct.

56. Items for report, or for the agenda of the next meeting

Mr. Hickman asked that provision of a defibrillator within Yeovilton village is put on the next agenda for discussion. This was agreed.

The Council confirmed the date of the next Parish Council meeting for Tuesday October 8th 2019 at 7.30pm. There being no further business, the Chairman thanked all for attending and the meeting was closed at 9.08 pm.
